Job Description

Work location is subject to change at the discretion of the City due to operational demands.Position OverviewThis position is responsible for enforcing Municipal Animal Control By-Laws (Parts I and III of the Provincial Offences Act) as well as the provincial Dog Owners’ Liability Act (DOLA) legislation through: regular patrols of districts/parks, investigation/resolution of complaints made by the public, responding to emergencies and the sale of dog licences.ResponsibilitiesKey responsibilities of this position include:

  • Investigates and resolves complaints for domestic animals made by the public in response to municipal animal control by-laws and Dog Owners’ Liability Act (DOLA) including animal attack complaints.
  • Issues warnings and Parts I and III of the Provincial Offences Act (POA).
  • Participates in public relations activities, including educating the public on current municipal animal control by-laws, provincial legislations and humane care and treatment of both domestic and wild animals.
  • Gathers evidence and prepares written reports for animal control by-law complaints that have been investigated for potential later use in court. Attends court to support charges laid, on behalf of the City, under the municipal animal control by-law and the provincial legislation DOLA by testifying
  • Preserve public health and safety by removing vicious, diseased or dead animals (wildlife/domestic animals) from municipal property, highways and private lands which occasionally will require the setting up of traps and use of other related equipment (snare poles, nets, wildlife cages etc.).
  • Impounding of animals in contravention of the Animal Control By-Law.
  • Euthanize sick and/or injured wildlife and domestic animals as required.
  • Assist Police, Fire, EMS, SPCA Cruelty Investigators and local Veterinarians as required.
  • Maintains calls undertaken in both officer patrol sheets and shelter pound book.
  • Patrols the City’s districts/parks to enforce compliance of the animal control by-law.
  • Covers overnight after hours “on call” shifts to provide response to emergency calls.
  • Assists Animal Licensing and Care Attendant with administrative duties, serving customers, cleaning/feeding duties, and processing adoptions as required
RequirementsWe are looking for someone with the following qualifications:
  • College Diploma in Animal Care Technology, Certified Municipal Law Enforcement Officer (MLEO) designation and/or equivalent combination of education and experience.
  • 2-3 years in Animal Care or By-Law enforcement experience
  • Strong customer service and judgment and decision-making skills as well as a high degree of tact and diplomacy.
  • Ability to work shifts including weekends, calls may occur 24/7 and Officer must respond within half an hour in person or over the phone. In some situations, the Officer must respond immediately.
  • A valid Class G driver’s license is required with an acceptable driver’s abstract (no more than three (3) driving related convictions and an accumulation of no more than three (3) demerit points in the previous three (3) years prior to the date of hire).
  • The successful candidate will be available for a variety of shifts including weekend shifts and afternoon shifts (11:00 am - 9:00 pm) however, schedules may change at any time to meet the needs of the business.
