An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Please note that the Niagara Region requires that all newly hired employees are to be fully vaccinated against COVID-19 as a condition of being hired and provide proof of full vaccination, or provide proof of a bona fide medical or Human Rights Code exemption on a form issued from and approved by Niagara Region.Job DescriptionJob SummaryReporting to the Corporate Reporting Supervisor, the Capital Accounting Analyst is responsible for managing and maintaining all transactions and information related to capital projects and Tangible Capital Assets (TCA’s) though the Projects and Capital Assets modules, in accordance with approved guidelines and policy.Education

  • Post-secondary degree from a recognized university in accounting or finance.
Knowledge
  • 3 years progressive experience, preferable within the Ontario Municipal financial context with emphasis, in accounting, analysis and reporting of capital projects, TCA’s and capital budgets in a large volume automated environment.
  • 5 years progressive experience, preferable within the Ontario Municipal financial context with emphasis, in accounting, analysis and reporting of capital projects, TCA’s and capital budgets in a large volume automated environment is preferred.
  • Experience with Public Sector Accounting (PSA) and not-for-profit accounting standards would be an asset.
  • Professional Accounting Designation, (CPA/CA, CGA, CMA).
  • Completion of the Municipal Accounting and Finance Program is preferred.
  • Audit designation is preferred.
ResponsibilitiesManages and maintains all transactions and information related to capital projects and Tangible Capital Assets (TCA’s), ensuring all transactions are completed in the capital asset module.
  • Collects, manages and maintains information required to support capitalization of projects/TCA, ensuring all required user fields are populated in a timely fashion, following up with departmental and ABC staff as necessary.
  • Prepares required project journal entries, reviewing capital project accruals and ensuring deferrals are completed accurately and in accordance with PSAB and/or other relevant agreements/legislation.
  • Prepares and maintains reconciliations and associated schedules of ledger, balancing to project module, and ensuring transactions have been recorded accurately.
  • Reviews Council documents ensuring projects initiated have funding assigned in line with the approved capital budget.
  • Analyzes capital projects with budget approvals for debenture financing versus amount of spending and recommend timing and amounts of debenture financing required.
  • Prepares and maintains reconciliations of ledger to capital projects to capital assets, reconciling to general ledger as necessary.
  • Prepares year-end working papers and related journal entries, approving journal entries done by others.
  • Provides technical support to all Regional departments and ABC staff in relation to capital projects.
  • Reviews and maintains project structures and numbers to ensure consistency and to facilitate the addition of TCA’s.
Reviews capital project related accounts and transactions to ensure reports being generated are current, complete and accurate.
  • Ensures reporting of TCA’s, preparing year end journal entries to reporting requirements, reviewing operating accounts for possible TCA additions and reconciling ledger accounts related to asset disposal proceeds and costs to capital asset module.
  • Circulates TCA inventory listings for review and approval by departmental and ABC staff in relation to the year-end.
  • Prepares year-end audit working papers for TCA yearly transactions.
Analyzes and recommends capital projects for closure, in accordance with approved guidelines and policy, through preparation of close-out reports.
  • Reviews and maintains capital project status, on a regular basis, ensuring projects eligible for closure, in line with approved guidelines and policy, are put “on-hold” in a timely and consistent manner.
  • Collects, manages and maintains information required to support each project included on close-out reports, communicate with Business Support Leads and project managers as necessary.
  • Prepares and reviews project journal entries to carry out recommendations on the close-out report.
Undertakes ongoing reviews to continually improve current processes related to job outputs.
  • Assists in new system implementation testing and design as necessary.
  • Assists in the development of policies and procedures in relation to job outputs.

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
