DivisionCorporate Strategy & InnovationTemporary DurationApproximate Duration: 24 monthsJob DescriptionJob SummarySalary under ReviewReporting to the Manager, Corporate Performance & Strategy the Climate Change Specialist is responsible for implementing a strategic approach to environmental engagement and investment that is aligned with the Region’s Climate Change Emergency Declaration and initiatives in meeting the challenges of climate change. The position works with numerous stakeholders (internal and external) to research, develop, propose, and implement policies, strategies and measures aimed at reducing the negative effects of climate change.Education

  • Post-secondary degree in Environmental Science or Studies, Climate Change or a related field of study.
Knowledge
  • Minimum of 3-5 years of experience in a similar role, preferably in a municipal setting or equivalent.
  • Working knowledge of Federal, Provincial and Municipal environmental legislation, programs, polices and initiates (e.g., Federal/ Provincial climate change commitments, provincial and regional environmental and planning frameworks).
  • Understanding of municipal environmental activities (e.g., water efficiency and protection, waste management, energy efficiency, transportation, land conservation, community development) to recognize, evaluate and propose opportunities to improve upon current activities for the organization and the broader community.
  • Demonstrated thorough knowledge of analysis and research techniques in environmental sustainability preferably with climate change adaptation and mitigation techniques.
  • Technical expertise in completion of environmental projects related to climate change adaptability; and implement new technology and measures to mitigate the impact of climate change.
  • Ability to identify emerging trends and strategies to mitigate against the effects of climate change.
  • Working knowledge of the following principles and standards: low carbon actions, green building design, renewable energy systems, the Leadership in Energy and Environmental Design (LEED) system, and net zero programs.
ResponsibilitiesClimate Change Strategy & Policy – Develops and implements climate mitigation and/or adaptation programs, practices, and policies to meet the objectives of the climate emergency resolution. (35% of time)
  • Analyzes and integrates climate policies and actions for other plans and strategies, including the Strategic Asset Management Plan, Official Plan, Transportation Master Plan and Energy Conservation and Demand Management Plan.
  • Coordinates the Partners for Climate Protection program, the corporate and community energy and greenhouse gas emission reduction plans.
  • Supports the development and implementation of energy/greenhouse gas (GHG) reduction initiatives.
  • Works in a team environment, assists the organization in its efforts to identify, measure and appropriately manage the business and reporting risks to respond to changing stakeholder expectations and environmental, climate and greenhouse gas regulations.
Community Engagement & External Funding Sources (35% of time)
  • Leads, plans and implements the Climate Change Summit, and community events.
  • Coordinates and facilitates relationships and partnerships with the local area municipalities and key external stakeholders in support of climate action projects or programs in the Region.
  • Identifies networking and participation opportunities for Council, the CAO and/or Corporate Leadership Team members.
Research and Analysis (10% of time)
  • Monitors and analyzes trends and issues that are climate change, environmental sustainability or low carbon in nature and are of interest to the Region, the broader Niagara community, and/or key external stakeholders.
  • Provides updates, developments, and trends in federal and provincial government climate change policy, legislation and programs.
  • Delivers analysis (i.e. memos/reports) of key documents such as government mandate letters, budgets, and policy papers etc. as they relate to climate change and Regional programs, services and infrastructure.
  • Prepares and participates in the development of funding proposals on behalf of the Region, community groups, and other agencies.
Reporting (10% of time)
  • Prepares briefing and background/research materials on climate change issues and projects.
  • Writes and creates reports, briefing documents and recommendations.
  • Prepares presentations for programs, projects and initiatives.
Manages and administers annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Administer and approve the acquisition of goods and services for their direct reports in accordance with the procurement policy.
