An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Please note that the Niagara Region requires that all newly hired employees are to be fully vaccinated against COVID-19 as a condition of being hired and provide proof of full vaccination, or provide proof of a bona fide medical or Human Rights Code exemption on a form issued from and approved by Niagara Region.Job DescriptionJob SummaryReporting to the Manager Employee Service Operations, the Employee Service Operations Team Lead is responsible for providing excellent customer service by providing timely information, recommendations and real time support for processes administered and executed within Employee Service Operations for all payroll and HR operational events. In a time sensitive function with non-negotiable timelines type environment, the Team Lead acts a key support to the Manager, Employee Services Operations, and an escalation and support role to ES Operations team members.Education

  • Post-secondary diploma in Human Resources, Accounting, Finance, Business Administration or related field
  • Post-secondary degree in Human Resources, Accounting, Finance, Business Administration or related field is preferred
  • An equivalent combination of education and experience may be considered.
Knowledge
  • Minimum of 3-5 years’ experience working within a payroll and/or Human Resources department
  • Experience working within a municipal or public sector multi-unionized environment
  • Payroll Compliance Practitioner (PCP)
  • Certified Human Resources Professional (CHRP) is preferred
  • Knowledge of Privacy legislation, Employment Standards Act, Income Tax Act, CRA reporting requirements, and pension and benefits administration
  • Strong working knowledge of Human Resources Management Systems, Payroll and time entry systems
  • Certified Payroll Manager (CPM) is preferred
  • Strong understanding of accounting/finance principles
  • Municipal Administration Program (MAP) recognized by the Association of Municipal Clerks and Treasurers is preferred
  • Understanding of the Ontario Pension and Benefits Act and/or Ontario Municipal Employees Retirement System is preferred
ResponsibilitiesProvides leadership and direction to the Employee Services Operations team to manage the bi-weekly payroll processing cycle for the Region and its Shared Service Partners including problem resolution, escalation, and critical time management. (45% of the time)
  • Supports the day-to-day customer service activities of Employee Services Operations, providing technical expertise to management and employees across the organization.
  • Provides advice and recommendations concerning the business processes impacted by collective agreements, legislations and processes for payroll and human resources operational activities.
  • Conducts regular audits in and out of the regular payroll cycle. Validates mass uploads such as retroactive payments and leads testing and validation of new software configurations.
  • Researches and investigates more complex payroll and human resources issues and queries escalated by Employee Services Representatives (ES Reps) and Employee Services Assistants regarding employee remuneration, employee history/personal information, leaves administration, etc., providing direction on issue resolution, second level support and subject matter expertise, and recommendations for process improvements.
  • Maintains current knowledge of applicable legislative changes, policies, collective agreements and rulings that impact employee benefits and payroll and communicates with Human Resources as required. Provides support for interpretations on policy, program, and plan questions.
  • Analyzes, validates and executes annual payouts and year-end processes.
  • Supports and maintains the integrity, reliability and timeliness of payroll related information with adherence to statutory and other reporting requirements.
  • Makes recommendations and decisions in the Manager’s absence regarding critical decisions to move forward with pay processes.
  • Assists with risk mitigation by identifying gaps and recommending process improvements to protect the clients and the corporation.
  • Ensures the Audit and Controls systems in place are adhered to, valid, and that complete and accurate records are kept and provided to auditors when required
Provides payroll and human resource operational support services, ensuring bi-weekly pay activities are processed while ensuring the integrity of employee remuneration, employee information, leaves administration and benefits entitlements such as vacation, sick and lieu banks. (20% of time)
  • Monitors and prioritize work requests in Incident Monitor system
  • Prorates and processes HR/payroll related inputs (accrual banks, pay rates, dues, supplements etc.) by established payroll deadlines for all new hires, re-hires, transfers, bumps, layoffs, secondments, acting pay, contract extensions and labour pool assignments.
  • Processes compensation, and benefit enrolment/setups/changes
  • Performs pension administration such as enrolments/setup/changes
  • Ensures payroll information for various employee classes, (i.e., full-time, part-time, unionized, etc.) is processed in accordance with multiple collective agreements and relevant legislation.
  • Compiles payroll inputs from multiple sources, performing key diagnostics to ensure a high level accuracy of payroll outputs.
  • Processes records of employment (ROE), ensuring timely submission to Service Canada.
  • Calculates and processes employee records, payroll and benefits, ensuring accuracy, legislative compliance and recoveries to avoid penalties.
  • Audits payroll and human resources reports, identifying errors, and researching and investigating issues to correct course of action for pay accuracy.
  • Maintains accurate records to ensure integrity of employee remuneration, history, benefits, pension, recruitment and leave administration
Participates in the development of business processes and procedures to ensure that efficiencies and accuracies meet the diverse business needs of the Region and its Shared Service Partners. (15% of the time)
  • Provides input and acts as lead on special projects as required.
  • Provides subject matter expertise to identify operational impacts for all payroll and HR operational activities executed within Employee Services.
  • Provides input on staff development needs.
  • Assists with leading the implementation of changes and enhancements as appropriate.
  • Participates in initiatives meant to accomplish established goals set by Employee Services Operations.
  • Identifies opportunities for improvements to business process leading to increased efficiencies and effectiveness and accuracy of data.
  • Acts as a the Employee Services Operations change management lead in implementing the business process changes
Leads the development and maintenance of resource and training materials, employee onboarding plans, as well as provides functional guidance, process coordination and coaching to the ES Representatives and ES Assistants. (10% of the time)
  • Leads the development and maintain standard operating procedures for Employee Services Operations
  • Provides in-person training and support when on-boarding new employees and employees returning from extended leaves of absence
  • Work with the Manager Employee Services Operations to ensure training programs are developed and maintained to keep all existing and new employees apprised with current and changed processes
Conducts user acceptance testing, reviewing all new / enhanced HRIS product offerings in conjunction with IT and service providers. (10% of the time)
  • Participates in impact analyses on existing business processes due to new software functionality.
  • Participates in defining, developing, testing and implementing functional enhancements based on business requirements.
  • Develops and executes on test cases.
  • Provides feedback and process recommendations.
