Acting in the capacity as a HR Generalist, under the guidance of the HR subject matter experts, this role provides expertise and support in all facets of HR including, employee engagement, change management, labour relations, recruitment, selection and retention, organizational design, and project management. This position works closely with the Human Resources Consultant to provide client-centered HR support to business operations aligned with the corporate people strategy.Education

  • Post-secondary degree in Business Administration, Human Resources, or equivalent
  • Additional certifications or diplomas in Human Resource Management is preferred
Knowledge
  • Minimum of 5 years’ experience in Human Resources, including minimum 3 years’ experience within a functional HR area including but not limited to areas such as talent acquisition, labour and employee relations, total rewards, payroll, health and safety, learning and development etc.
  • Minimum 3 years’ experience in Municipal sector is preferred
  • Professional certification in Human Resources or equivalent combination of education, experience and certification may be considered
  • Certified Human Resources Leader (CHRL) is preferred
ResponsibilitiesProvides Human Resources support and technical expertise in support of operational objectives (30% of the time)
  • Builds effective and trusted relationships with clients, peers, partners and stakeholders to provide integrated client-focused services
  • Functions as a project lead to support the implementation of identified Human Resources initiatives within assigned client portfolio
  • Leads client based support to HR projects or the HR portion of a larger client operational project that are complex and/or multi-faceted in nature
  • Provides Human Resources leadership and guidance to employees at all levels within the client group
  • Coordinates with Human Resources subject matter experts with projects and initiatives related to the assigned client portfolio work plans including responsibility of direct delivery of HR core functional areas of work
  • Communicates Human Resources policies & procedures, HR advocacy and Employment Standards legislation, and regulations, with the client portfolio while promoting HR programs in line with Corporate Culture and Values
Provides advice and guidance on organizational issues in support of operational objectives and people management strategies (25% of the time)
  • Supports departmental and divisional strategies
  • Provides insights to the HR subject matter experts on the unique needs of client business, work cultures and operational opportunities/risks in order to support the development, launch and ongoing maintenance of key HR programs
  • Advocates on behalf of the client and on behalf of HR to facilitate consistency in practice and sound solutions
  • Supports short term and on occasion long-term HR strategic planning efforts with clients,
  • Identifies trends and strategizes potential solutions
  • Presents people metrics, themes, recommended actions and interventions with management teams
  • Identifies and recommends the introduction of new metrics as required
  • Performs ad-hoc analysis to support client’s business and HR program delivery
Provides supports under the guidance of the HR Subject Matter experts. (25% of the time)
  • Coordinates and supports a wide range of HR functions including: Labour and Employee Relations, Learning & Development, Recruitment, Disability Management, Performance Management, Compensation and Benefits, etc.
  • Coordinates the end to end recruitment of positions, along with layoff and recall within the assigned client portfolio work plans
  • Researches, gathers information and offers recommendation on changes to policy and procedures
  • Advises on and works in accordance with the Collective Agreement for all aspects of HR functions
  • Provides support and back up to Human Resources Consultant
  • Operates independently to resolve concerns and inquiries regarding programs, policies and benefits
  • Champions and supports the execution of all HR initiatives within client department
  • Provides HR function with regular feedback, information analysis and improvement recommendations
Acts as a key resource and lead in the change management process. (20% of the time)
  • Assist in preparing for change through assessing readiness and helping to form the strategy.
  • Support the organizational change management through the development of the required plans that outline the actions required to ensure successful change management. (Examples include communication plans, coaching plans, training plans, etc.)
  • Supports in the development of plans and actions to reinforce and sustain the change.
Special Requirements
  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
