An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Please note that the Niagara Region requires that all newly hired employees are to be fully vaccinated against COVID-19 as a condition of being hired and provide proof of full vaccination, or provide proof of a bona fide medical or Human Rights Code exemption on a form issued from and approved by Niagara Region.Job DescriptionJob SummaryReporting to the Associate Director, Labour & Employee Relations and Employee Health, the Labour Relations Advisor is responsible for the optimal development and administration of Labour Relations, providing advice, consultation, and support in collective bargaining, collective agreement, legislation, and policy interpretation and administration, dispute resolution, performance management, investigations, complex case management, and managing Labour/ Management relations within respective client group(s).EducationPost-secondary degree or diploma in Labour Relations or Human Resources Management required.Labour Relations Studies certificate or equivalent preferred.Knowledge2 years progressive experience in labour relations, with experience working in a multi-faceted unionized environment. Strong labour relations experience with particular emphasis on supporting collective bargaining; and advising on performance management, dispute resolution, arbitration, investigations, workplace accommodations, and labour and employee relations.3-5 years’ experience managing a multi-union environment supporting a minimum medium size (200+ staff) organization with multiple locations in a critical service delivery environment is preferred.Certification as a Certified Human Resources Professional (CHRP).Knowledge and experience with various forms of employment law and labour legislation, such as Employment Standards Act, Labour Relations Act, Hospital Labour Disputes Arbitration Act; Occupational Health & Safety Act; Ontario Human Rights Code, and other relevant legislation and/or regulations pertaining to the client group(s) served.Computer literate with strong knowledge in MS Office suite of products.ResponsibilitiesProvides advice, and support concerning the interpretation and administration of collective agreements, corporate and departmental policies, and various forms of relevant legislation. (60% of time)Provides advice, and support on employee performance management, formal coaching, discipline, and termination, and supports negotiation of exit agreements, last chance agreements, and memorandums of agreement.Provides advice, and support in complex attendance, workplace accommodation, and disability management.Provides advice or support and/or conducting workplace investigations ranging from workplace employee conduct to Human Rights complaints.Prepares reports, and written and verbal correspondence.Provides dispute resolution services. (20% of time)Supports all grievance activities, and handles some with support of manager. Chairing or supporting grievance and mediation meetings, and preparing written and verbal responses on behalf of the corporation.Supports chief to legal counsel in rights arbitration, supports representation of corporation at other labour related legal proceedings, Human Rights, Labour Relations Board, etc.Supports negotiation of settlements and letters/memorandums of agreement.Co-Chairs Labour Management meetings and supports/manages overall labour management relationship.Supports collective bargaining process to renew collective agreements. (15% of time)Supports related projects, conducts research, supports preparation of proposals, and ensuring deliverables are achieved.Supports negotiations, achieving memorandum of settlement, preparing for labour disruption (if required), assisting in business continuity planning (if required), supports preparation for interest arbitration (where required), and implementing agreements and/or awards.Develops and manages stakeholder relationships. (5% of time)Supports development of training, and delivers training, anticipating the needs of a variety of stakeholders.Participates in projects, providing labour relations support to a variety of stakeholder groups.Perform other related duties and responsibilities as assigned or requiredSpecial RequirementsIn accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.Regional staff strive to enable the strategic priorities of council and the organization through the completion of their work.
