An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Job DescriptionJob SummarySalary Under ReviewReporting to the Director, Community and Long Range Planning, the Manager, Long Range Planning is responsible for providing policy development and project management leadership to local municipalities in support of Regional Council’s approval authority under the Ontario Planning Act.Education

  • Post-secondary degree in Planning
  • A Masters degree in Planning is preferred.
Knowledge
  • 8 years of progressively responsible, relevant experience.
  • Membership or eligibility in the Canadian Institute of Planners.
  • Certification or eligibility as a Registered Professional Planner.
  • Sound knowledge of the Planning Act, Environmental Assessment Act, Provincial policies and plans, Infrastructure planning and approval processes.
ResponsibilitiesProvide land-use policy and project leadership to Regional Council, local municipalities, the Conservation Authority, the development community and the broader public.
  • Oversees the Land Use Policy process, including attention to integration of master infrastructure planning, growth management and capital financing to ensure an integrated and streamlined approval process.
  • Participates and advises at regular land use policy related meetings in a collaborative team environment.
  • Leads the management of policy, growth management and stakeholder engagement projects.
  • Prepares and updates population and employment forecasts for Niagara Region using the provincial forecast methodology.
  • Comments and provides feedback on provincial growth forecasts to represent Niagara’s growth needs.
  • Prepares reports to the Regional Council and the Ontario planning tribunal, providing independent professional planning opinion and advice.
  • Prepares planning data and planning technology applications (GIS and iDarts).
  • Ensures meaningful engagement of stakeholders in the Planning Act implementation (approval and amendment processes).
  • Provides strategic advice on Planning Act matters.
  • Develops and implements population and employment data products suitable for the needs of internal clients, including Public Health, Finance, Community Services, Economic Development and Water/Wastewater, for infrastructure planning, human service planning, the Development Charges By-law and health planning including EMS.
Leads policy planning initiatives with local municipal clients.
  • Reviews land use policy issues affecting the long-term sustainability of the Niagara Region guided by the Planning Memorandum of Understanding between the Niagara Region, its local area municipalities & the Conservation Authority.
  • Develops policy implementation programs.
  • Ensures meaningful engagement of the development community and the general public in the policy development function.
  • Ensures best practices in Planning Act administration are designed and implemented in Niagara Region.
Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results.
  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
  • Ensures alignment and coordination of activity and quality of output between teams under their direction
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures
Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Ensure goods and services are acquired in accordance with the procurement policy. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures.Manages relationships with internal/external stakeholders.
  • Represents the Department in Land Use Policy matters before the Ontario Municipal Board, Council, area municipalities and stakeholder groups.
  • Participates in and represents Community and Long Range Planning on inter-Departmental and inter-Regional initiatives.
  • Works closely with Department staff, in the delivery of community planning services and consultation to local municipalities and developers.
  • Attends pre-consultation meetings representing Long Range Planning.
  • Collaborates with development planning and implementation teams to obtain expert advice on all policy related matters, including policy development and project management.
Performs other related duties and responsibilities as assigned or required.Special Requirements
  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
  • May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director
