An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Please note that the Niagara Region requires that all newly hired employees are to be fully vaccinated against COVID-19 as a condition of being hired and provide proof of full vaccination, or provide proof of a bona fide medical or Human Rights Code exemption on a form issued from and approved by Niagara Region.Job DescriptionJOB SUMMARYInspects Regional Right-of-Way (RoW) with respect to conditions and specifications with road use, sign by-laws and encroachments. Liaise with other levels of government, telecommunication and utility companies, Regional staff and contractors to ensure coordinated services. Corresponds with Special Event Coordinators, representatives from the MTO, Police and local Municipalities, to ensure safe use of Regional roads during events and construction. Enforces Regional Road use by-laws pertaining to signs, controlled access, obstruction/fouling. Additionally, this position participates in a variety of special projects and studies, within other functions of the transportation services. Identifies any infractions occurring within the Regional RoW and coordinates with the Regional Enforcement Officers.QUALIFICATIONSEDUCATION

  • A diploma in Civil Engineering or Transportation/ Traffic or an equivalent combination of education, training, and experience.
  • Related courses in the Transportation engineering field would be considered an asset.
KNOWLEDGE/EXPERIENCE
  • Minimum of 2-3 years of experience in a municipal or government traffic engineering organization or other similar environment.
  • Experience working with OPS, TAC Manual and OTM Books is required.
  • Knowledge and experience in roads infrastructure, civil design, culverts, drainage, construction, sightline issues and road safety are preferred.
  • Experience in law enforcement would be considered an asset.
  • Working knowledge of traffic by-laws and the Provincial Offences Act is preferred.
  • Thorough knowledge of the Highway Traffic Act, Traffic regulations and practice, Ministry of Transportation traffic manuals.
  • Certified Engineering Technologist (C.E.T.) or Certified Technician (C.Tech) with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) is an asset.
SKILLS
  • Ability to understand and interpret construction drawings is required.
  • Thorough knowledge of field inspection requirements for all construction activities resulting from the approved and/or pre-approved permits on Regional roads.
  • Must possess report writing, documentation and record-keeping skills.
  • Must be able to work well under pressure and independently.
  • Must possess a working knowledge of the Occupational Health and Safety Act.
  • Familiarity with the same type of work at Regional or Municipal level is an asset.
  • Must be able to draft and prepare sketch plans.
  • Above average computer skills in software such as Microsoft (Word, Excel and Access) and Arcmap (GIS).
  • Demonstrated ability to deal courteously and effectively with the public, staff, consulting engineers, contractors etc; with good verbal and written communication skills.
SPECIAL CONDITIONS
  • Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated (Class G).
