DivisionChronic Disease & Injury PreventionTemporary DurationApproximate Duration: 12 to 18 monthsJob DescriptionJob SummarySalary Pending ReviewReporting to the Manager/Director, the Program Specialist works to impact the health and health equity of Niagara residents by strategically reorienting current programs as well as initiating new work. This includes operational responsibility for liaising with internal and external stakeholders, project coordination and facilitation, providing policy development, project leadership and assumes professional and strategic planning responsibilities related to this Program.EducationPost-secondary degree in Health or related disciplineMaster’s level training in a relevant discipline is preferred.KnowledgeA minimum of 3 years of related experience working in a public health & emergency services setting.Knowledge of project management techniques/tools/software and stakeholder engagement and consultation principles and techniquesThorough knowledge of program area supporting is preferred.Additional training in project management is preferred.ResponsibilitiesLeads strategic program enhancement activities within the program, as well as through collaboration across Public Health & Emergency Services and with external partners; (35% of time)Directs and provides leadership for the activities within the program strategy through providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, and supporting the development of skillsChampions the program work both internally and externallyAdvises and provides strategic advice to the management team regarding the implementation of the programProvides appropriate and timely response or action regarding program activities, initiatives, events, inquiries as required both internally and externally to key stakeholdersEnsures mobilization of the program work focus areas within the Division and the DepartmentLeads, in consultation with the Public Health Communications & Engagement team, the development of communication plans and strategies that build support for the work strategies aimed at key focus areasEnsures adherence to assigned budgets and schedules, and quality of deliverablesEnsures alignment and coordination of activity and quality of output between teams under their project directionEnsures staff has the information and resources to make successful plans and decisionsPrepares reports to Staff, Management, Senior Leadership and Regional Council as requiredLead the development and coordination of policy as it relates to both program work and departmental work supporting the program. (20% of time)Review Public Health internal program, divisional and departmental program policies and procedures as related to the specific program workLead the coordination of policy changes and enhancements as it relates to program outcomesDevelop policy and implementation guidelines within public health programs as it relates to the programGuides work within the Division and other Departmental programs to ensure the focus areas within the program are met. (10% of time)Promotes integration and awareness of the program focus areas internally through ongoing dialogue, activities, coordination and offering suggestions for consideration for internal and external stakeholders.Advocate and relate the program work to other strategic initiatives (i.e. Priority Matrix, Healthy Equity strategy).Monitors performance indicators to ensure that established standards and are met and measured.Builds and maintains relationships with key internal and external stakeholders. (20% of time)Ensure meaningful engagement of stakeholdersEnsures that knowledge exchange/translation happens with Divisional and Departmental key stakeholdersProvides appropriate and timely responses or actions regarding new activities, initiatives, events, inquiries etc. as requiredAttends Council/Committee meetings and other public meetings as requiredOrganizes and attends internal and external meetingsShares public health information and expertise, negotiating partnerships and communicating agency priorities and services and advocating for the development and implementation of public health practiceBest practice evaluation: researches and analyses historical practices, new and emerging trends, and evaluates these activities against our current methods (15% of time)Develops benchmarks and metrics to monitor and evaluate deliverablesConsults with Public Health Surveillance and Evaluation team regarding use of data and use of Geospatial Health Information for projects where applicableProvides ad-hoc reportsSpecial RequirementsMust maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.Regional staff strive to enable the strategic priorities of council and the organization through the completion of their work.
