An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Job DescriptionJob SummaryReporting to the Supervisor Early Years and Child Care Services, Children’s Services, the Reporting Analyst supports Children’s Services conducts research and gathers local data to support evidence informed decision making, and as required by Children’s Services and the Ministry of Education. Organizes and develops reporting systems to incorporate all required data variables to meet reporting requirements. Work with contracted licensed child care and early years services and Ministry of Education Regional Office to ensure accurate and timely reporting of required data elements. Reviews data collection processes and systems employed to identify, design and implement improvements.Education

  • Post-secondary degree that includes courses on social statistics, statistical analysis and program evaluation.
  • Post-secondary degree in relevant disciplines (e.g. Mathematics, Social Sciences, and Computer Science) or equivalent is preferred.
Knowledge
  • Over 3 years’ experience in data collection, analysis, research and evaluation.
  • Experience in human services environment is preferred.
  • Experience working within Provincial Standards is preferred.
  • Demonstrated strong analytical skills and experience in the use of a variety of software utilized in the analyses of data (e.g. SPSS, Excel)
  • Knowledge of databases and web-based applications
  • Knowledge and experience of program/project evaluation.
  • Knowledge and experience in data acquisition, coordination, analysis, interpretation and management.
  • Knowledge of Ontario Child Care Management System, Child Care Licensing System, OneHSN Child Care Registration System, OLAF, People Soft
  • Knowledge of the child care system in Niagara is preferred
ResponsibilitiesDevelop and/or organize reporting systems to incorporate all Children’s Services and Ministry of Education required data variables to meet provincial and local reporting requirements. (40% of time)
  • Develops timely reporting mechanisms to gather and report Ministry required funding and performance data variables.
  • Develops outcome measures for Ministry initiatives (e.g. Child Care Expansion Plan, French Language Services, Special Needs Resourcing and Services, Indigenous-Led Child Care and Child and Family programs, etc.)
  • Develop processes to monitor and measure the impact of programs and services and recommends making adjustments as needed to realize vision outlined in local plan.
  • Work with contracted licensed child care and early years services and Ministry of Education Regional Office to ensure accurate and timely reporting of required data elements
  • Gather data to inform planning for before and after school programs
  • Work with region management and supervisors to support procurement bylaws of the corporation
Lead development of automation, improved data quality and ongoing collection means to inform local quality and service standards within directly operated programs, local licensed child care centres and child and family centres. (30% of time)
  • Develop process maps of existing internal and external data collection, identify areas of concern, devise new procedures for process efficiencies and improving data quality
  • Develop timely reporting mechanisms to support evidence informed decisions for Childrens Services and external stakeholders;
  • Work with IT to develop database and web-based applications to support data collection;
  • Act as the project lead between all technical and non-technical members assigned to the project;
  • Maintain detailed status of activities and issues to present to Manager and other project stakeholders.
  • Conduct critical review of existing data collection tools to ensure data being captured to inform evidence informed decision making
  • Develop reporting process to share information regarding identified issues within centres
Reviews data collection processes and systems employed to identify, design and implement improvements to the process. (20% of time)
  • Oversee the development and implementation of a measurement system that will track outcomes and indicators identified as local service system priorities
  • Use results to inform learning and continuous improvement
  • Investigates and leads process improvements in data collection, recommending actions to be taken.
  • Researches issues/best practices and develops recommendations to be applied.
Conducts research to gather local data to support evidence informed decision making within the Children’s Services management team (10% of time)
  • Supports program evaluation through survey development, data collection and analysis and interpretation.
  • Supports the dissemination and translation of data to inform management team and divisional teams with data driven planning and decision making.
  • Establishes research and other community linkages to seek out data sharing opportunities to support local planning.
  • Identifies data sources and completes needs assessment to inform Ministry of Education mandated Ontario Child Care and Early Years Service System Plan outlining short and long term opportunities to address community needs.
