About the BranchEnterprise Applications Branch (EAB) is responsible for providing leadership in the planning, development and support of enterprise business solutions and services. EAB provides application development expertise for implementing new business applications and major enhancements that focus on collaboration, enterprise information management and enterprise level services.The OpportunityThe Treasury Board Secretariat, Central Agencies I&IT Cluster, Enterprise Applications Branch, is seeking self-motivated, strong communicators to lead implementations of corporate applications with multiple clients within the OPS with diverse and complex IT application needs primarily in the cloud computing space, such as Microsoft Azure.If you have extensive experience in managing IT projects, services and stakeholder management following strict release management process such as Azure DevOps, deployments to an Azure -Web App including release cycle processes, concepts, design, troubleshooting, and related technologies such as pipeline builds, continuous integration (CI) and continuous delivery (CD) services, GitHub releases, Azure pipeline builds, ServiceNow integrations, then this may be a job for you.Why join the teamJoin us and help make government work better for people by delivering simpler, faster, and better digital services and products.   • Market solutions, concepts and services and supports clients to gain acceptance and support change management by leading service implementations with clients across the OPS.
  • Lead/participate in continuous improvement of services.
  • Manage communications between clients and facilitates client access to resources, expertise, services and assistance, and manages client expectations.
  • Assess client needs, provides client advice and directs the development and operation of service delivery activities to manage/ anticipate growth and maximize productivity.
  • Participate in the negotiation of customer service management agreements and related agreements between I&IT service providers, vendors and internal/external stakeholders by overseeing RFS or RFP processes and monitoring resource team deliverables.
Team Leadership
  • Provide leadership, direction and supervision for the team.
  • Assess and oversee operations and collaborate with management and senior management.
  • Provide representation on local, provincial and international specialist or professional bodies to maintain, advance and promote the Ontario Public Services position in business process automation and information management.
  • Provide advice and expertise to project management teams, external vendors, senior management and executive level committees.
  • Provide implementation expertise and leadership for the development of service planning, policy and procedure development, and application implementation.
Strategic Planning & Development
  • Provide strategic direction in promotion, provisioning and implementation of business applications with multiple I&IT clients within the OPS.
  • Plan, coordinate and manage consulting services to multiple clients across the OPS including analysis of system configuration needs, resourcing requirements and system changes.
  • Manage and lead implementation, resourcing and evaluation of a client implementation.
  • Provide input to development of strategic and operational plans, I&IT policies, standards and procedures and participates in preparation of operational plans.
  • Review and assess IT impacts and alerts senior management to conflicts with existing implementations, overall service issues, conflicting requests/requirements.
Performance Management
  • Lead client IT service delivery targets by developing and monitoring application implementation success metrics.
  • Constantly evaluate and assess effectiveness of classroom training delivery and continuously improve the training program
  • Evaluate performance of services against business needs and identifying issues, determining resolution and implementing corrective action.
  • Assess services ability to satisfy needs, analyzes gaps and initiates corrective action to ensure services achieve client satisfaction targets
  • Participate in ensuring client demand for services are aligned to the financial cost recovery model.
Contract Management
  • Evaluate RFS and/or RFPs to ensure value and quality of goods and services, monitors vendor contracts within the organization, and provides day to day management of external consultants or other support personnel.
  • Supports PM and Manager in overseeing and tracking the daily activity and performance of contract staff.
How do I qualifyProject Management Skills:
  • You have strong research and project management skills with the ability to lead and participate in multi-disciplinary teams and identifying information technology options for clients, developing and modifying new systems and making recommendations for acquisition of applications, hardware/software, and IT services.
  • You have deep experience with leading Application Development Teams utilizing modern SDLC methodologies such as Agile and DevOps.
Technical Knowledge:
  • You have experience in cloud computing design and architecture, such as Microsoft Azure, Azure Service Bus, including RESTful API, Container, Compute, and Developer services.
  • You have practical experience in design and development utilizing current tools and technologies such as C#, .Net Core, Angular, PowerShell, Micro-services, Event-driven architecture, & Azure Service Bus.
  • You have practical experience in the service integration design, development and related technologies such as Azure Web API service, Web API Management service, Azure Service Bus – Topic, Micro-services & event-driven architecture.
  • You have practical experience with integrated development environments and release management processes such asAzure DevOps, deployments to an Azure -Web App,
  • You have practical experienced in release cycle processes, concepts, design, troubleshooting and related technologies such as pipeline builds, continuous integration (CI) and continuous delivery (CD) services, GitHub releases, Azure pipelines builds, ServiceNow integrations.
  • You have a full understanding of modern cloud services management concepts, including issue troubleshooting, performance optimization strategies and related technologies such as Azure Application Insights.
  • You have knowledge in scripting and performance optimization of databases such as MS SQL & CosmosDB and related technologies
Interpersonal & Communication Skills:
  • You possess oral and written communication skills in order to effectively train employees on our technology; present to senior executives across the OPS; provide coaching and direction to staff.
  • You are able to discuss service requirements and options with clients, to provide advice and information to management, and to prepare a range of reports, recommendations and communications to guide the planning and implementation of corporate applications.
  • You have knowledge of word processing, spreadsheets, database, and presentation software to provide correspondence, reports and meeting and project materials.
  • You have the ability to manipulate data; tools and systems for analyzing, tracking and reporting on provisioning, demand and capacity management and for reporting requirements.
  • You have relationship management skills to deliver business consulting services to clients in multiple organizations and provide advice on creating and delivering effective solutions.
Analytical Experience and Problem-Solving Skills:
  • You have strong problem-solving, analytical, and interpretive reasoning skills with experience leading large system implementations.
  • You have experience analyzing system design, build, test, and implementation phases as well as leading and resolving critical sustainment problems in modern cloud-based systems such as Microsoft Azure.
  • You have the ability to identify and evaluate strategic directions for the provision of services to multiple clients with varying needs.
