ResponsibilitiesProvides a comprehensive range of I amp;IT business analysis services for clients with diverse business and technological needs. Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization. General Skills Leads and conducts business analysis in order to assess clients business problems/opportunities and documents the business requirements in such a way that I amp;IT solutions can be determined.Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I amp;IT initiativesDevelops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc. Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects Monitors progress, resolves problems and reports regularly to I amp;IT management and stakeholdersDevelops performance measures and traceability matrices for business analysis evaluation and conducts follow-up Experience developing strategies, preparing business cases and cost-benefit analysis Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope Awareness of emerging I amp;IT trends and technologies Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skillsA team player with a track record for meeting deadlines Desirable Skills Experience in the use of information retrieval packages Knowledge and understanding of Information Management principles, concepts, policies and practices Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutionsExperience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping Experience in structured, object oriented and agile methodologies for user requirements Experience developing performance measures for business analysis evaluation and subsequent follow-up Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standardsSkills Experience and Skill Set RequirementsBusiness Analysis and Technical Skills 25%

• Leads and facilitates workshops to elicit, review, document and confirm business requirements, business process reengineering, business models, business rules and user interface design.
• Knowledge of Agile methodologies and ability to break down complex business requirements into manageable deliverables for development teams.
• Create user stories, support creation of UX, functional and technical designs and ensuring that business analysis tasks align with iterative development cycles.
• Develops performance measures for business analysis evaluation and conducts follow-up assessments to ensure compliance with client cluster and corporate I amp;IT strategies, policies and priorities.
• Proficient with a range of business analysis and project management tools (e.g., DevOps, MS Visio, figma and other modeling tools) to document and track business requirements and designs
• Familiarity with quality assurance methodologies and testing processes, including user acceptance testing (UAT) and ensuring that business requirements are validated against system functionality before deployment.

• Leads and conducts business analysis both on an ongoing basis and for business projects to assess clients #39; business problems or opportunities, document the technical business requirements to meet the functional requirements, ensuring alignment with the OPS project management and related methodologies.
• Applies re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches.
• Conducts ongoing business analysis activities and analysis within all phases of the project life cycle, including initial technical requirements, detailed plan of business analysis activity, business modeling, analysis of business transformation, new business development and acquired solutions, continual refinement of business requirements and identification of significant changes in requirement documentation and maintenance of approved business requirement.
• Oversees ongoing production support and configuration management.
• Leads and participates in the process for requests for proposals, with a focus on client requirements and evaluation of vendor responses for I amp;IT business and/or infrastructure solutions.
• Leads and facilitates in-depth workshops to elicit, review, document and confirm business requirements, business process reengineering, business models, business rules and user interface design, in order to create the technical framework/specifications for development of the business solution and/or infrastructure services or platforms.
• Develops performance measures for business analysis evaluation and conducts follow-up assessments to ensure compliance with client cluster and corporate I amp;IT strategies, policies and priorities.
• Manages the problem identification and resolution activity to ensure timely resolution of production problems.

Experience 25 %

• Experience on a medium to large sized project as a business analyst or functional consultant
• Experience with the software development life cycle, software design, development and integration, database concepts, user interface design principle, change management, quality assurance, risk management, disaster recovery planning, business continuity planning to develop solutions and/or infrastructure services to satisfy business needs.
• Experience conducting business analysis reviews, recommending optionsamp; changes and contingency provisions.
• Experience providing technical leadership, functional business analysis and architecture expertise to project staff, colleagues and clients.
• Service delivery management, portfolio, program/project management and resource management to manage the business analysis to clients and provide recommendations on clients #39; I amp;IT business and infrastructure needs.
• All aspects of business analysis including enterprise level and client program area business analysis and modeling expertise; related business analysis tools, technology, processes, and methodologies; business analysis-related technical and business planning.
• I amp;IT Cluster and corporate policies, directives, guidelines and procedures related to service delivery processes, enterprise business architecture, current trends and technologies relate to business driven IT solutions to provide practical expertise to meet business needs, ensure traceability of business requirements to I amp;IT solutions and ensure compliance with OPS I amp;IT policies and standards.
• Analyzing and problem solving skills to:
  • Assess clients #39; business requirements, identify best technology solutions from among alternatives to ensure clients #39; expectations are satisfied in the cost effective manner, both for individual issues and longer-term overall requirements.
  • Evaluate directions, trends, standards and policies in a complex and evolving environment using multiple sources of guidance; identify requirements, develop options and make recommendations on general and specific information architecture and data management issues.

• Ability to support end-user adoption by delivering clear communication and training on new systems or process changes.
• Familiarity with user-centered design principles to ensure that technology solutions are designed with the end-user experience in mind, improving usability and ensuring effective user adoption.
• Experience with user interface design and prototyping tools such as Figma to translate requirements into user-friendly digital interfaces.
• Experience in budget estimation, cost-benefit analysis, and ROI assessments to support the development of business cases, ensuring that proposed IT solutions provide value.
• Proficient with a range of business analysis and project management tools (e.g., DevOps, MS Visio, and other modeling tools) to document and track business requirements, project milestones, and progress.
• Experience in identifying, assessing, and mitigating risks throughout the project lifecycle, ensuring that risks are communicated effectively to stakeholders and appropriate mitigation strategies are put in place.
• Ability to balance competing priorities, manage expectations, and ensure that business analysis activities are completed within defined timelines.
• Familiarity with quality assurance methodologies and testing processes, including user acceptance testing (UAT) and ensuring that business requirements are validated against system functionality before deployment.
