Essential Job Requirements:Health and SafetyResponsible for Health & Safety performance on site.Ensures that Risk Assessments and Work Plans are carried out prior to undertaking a new activity.Performs regular audit of work site to ensure that site complies with Health & Safety rules and regulations, bringing all infractions to the attention of the Superintendent (Super) and the Project Coordinator (PC) and ensure action plan is executed.Consults Safety Department and seeks support whenever necessary.With assistance from Safety department, Sr. PM will interact with any regulatory body regarding safety infractions and corrective actions.Ensures identification and reporting of near misses, incidents and accidents to the Safety Department.Promotes Safety Culture and the goal of 100% Safety to the employees and the public.Pre-planning stageTakeover of estimate with support of pre-planning (hand-over meeting with Estimating, pre-construction meeting, Budget 0%, etc.).Develops Project Baseline Schedule to meet all requirements of client and contract documents. Seek input from Super and management on feasibility and constructability. (Using critical path and resources).Ensure works starts on time and runs smoothly; including but not limited to the following activities:Quality, Health and Safety, Environmental Plan.Schedules and implements major procurement (POs. long lead items and Subcontracts), with the support of Purchasing Department.Defines and schedules equipment requirements and ensure mobilization of such equipment with the support of the Equipment Department.Schedules labour and supervision resources and ensures timely mobilization of such resources.Defines, schedules and monitors Engineering deliverables and Shop Drawings.Prepares project specific Quality Control Plan, Work Plans and Submittal Checklists.Prepares and review Budget 0% with condensed associated cost codes. Analyzes individual activities to identify potential savings or shortfalls.Completes a weekly progress meeting with subcontractor(s) and updates baseline schedule; including red line progress.With PC and Super reviews 3 week look ahead schedules, expanding on each construction task. This should include an outline of the required equipment, labor, subcontractors and materials.Continually follows up with PC and subcontractor regarding 3 week look ahead schedule to ensure the work remains on track.Monitors and prepares Project Schedule Updates to ensure project remain on track.Reviews with Senior Management, any ongoing delays or potential future delays as soon as possible and develop potential mitigation measuresProcurementResponsible for on time procurement of long lead items at pre planning stage with the support of the Purchasing Department.Utilizing Weekly 3-week Look-ahead, ensures PC develops a list of all required equipment, labor, subcontractors, and materials and placed the required orders.Reviews Quantity Take-offs prepared by PC from contract and shop drawings (latest version) prior to ordering materials.Reviews Comparative Table issued by PC for Purchase Orders (POs) and SubcontractsReviews all site level Requisitions for proper coding and forward to responsible parties.Ensures PC sends all POs to supplier for execution prior to material arriving on site. If required, all Insurance certificates should be requested from supplier at this time.Sets up and initiates Subcontracts, develops Bid Items, scope of work (inclusions/ exclusions) and schedule for Subcontracts. Ensures that Subcontracts are reviewed and signed-off by Senior Management and that they are executed prior to commencement of work on site.Signs off Payroll and Project Expenses.Refer to Senior Management, disputes with subcontractors and suppliers.Construction stageReviews and analyzes all contract drawings and specifications (IFC).Reviews and analyzes all shop drawings prior to implementation on site; verify latest version on site.Defines execution strategy (self-performed and subcontracted works)Manages project team responsible for construction (Construction Manager, Project Coordinator, Superintendent, Quality, etc.)Organizes and chairs weekly project team meetingsPrepares Work Plans and chairs Pre-Activity MeetingsEnsures project is delivered as per baseline schedule and Budget 0%Quality and EnvironmentDefines, schedules and oversees preparation of all submittals required by Contract Documents with assistance of PCDefines Quality Assurance Plan/ Quality Control Plan/ Environmental Protection Plan requirements in line with Contract DocumentsEnsures Inspection and Test Plans, as well as associated Checklists, are established prior to construction and implemented during construction (with necessary records).Manages Material ApprovalsManages Non-Conformance, Corrective and Preventative ActionsPerform inspection of critical construction activity to ensure that the work is meeting the required QC specification and tolerances.Follows up with PC/Super that all QC measures outlined are being implemented.Ensure that controls are documented (key points, etc.).Organize third party survey and testsOrganize control on equipment (calibration, etc.).DocumentationWith the assistance of the PC, file and record all Request for Information/Clarification, Non-Conformance Report, Site Instructions, Transmittals and Change Orders.Review monthly report from PC prior to meeting with management.Attend all Site Meetings with Contract Administrator (CA) and Site Inspector; send comments if necessary, by meeting minutes.Track all quantities for work performed on site for monthly progress draws.Ensure with PC, that Site Copy of Contract Documents are updated to the latest version and any changes are clearly noted and brought to the attention of Super.Circulate Lesson Learned report at project completion.Cost Control and Contract ManagementCarries out monthly cost control (Earned Value Analysis, rational) and looks for productivity improvementCarries out (at least) quarterly forecasts (forecast revenue and cost at completion) to outline any potential gains or shortfallsActively manages cash position (invoicing and payment, certification of completion, holdback collection)Management of subcontractors and suppliers including processing all progress payments, dispute resolution.Manages client relationship, changes (Extra Work, Extensions of Time) and claimsSigning Authority for Site Instruction Notices acknowledging receipt, Change Orders.Delivers project close-out (Substantial Completion, Final Acceptance, Warranty requirements)Project Lifecycle Phases and Activities – RACI ModelQualificationsCivil or Structural Engineering degree or diploma.6+ years’ of experience within a similar role/industry.Bridge experienceAdvanced computer skills, including Microsoft Word, Excel, PowerPoint and Microsoft Project.P.EngExperience working with MTOAbout the Company:Eiffage Canada is a Canadian heavy civil contractor, specializing in heavy civil structures construction/rehabilitation (such as bridges, dams, etc.).
