This new position reports directly to the Manager of Recreation, Culture and Social Planning who provides oversight to the following business units: Community Development, Social Planning and FCSS, and Bert Church Theatre. Two new business lines are being developed: Affordable Housing and Community Facilities.The Opportunity:One of Council’s strategic priorities is to increase affordable housing options in Airdrie. The City of Airdrie is in the process of developing a Below-Market Housing Strategy (BMHS). The long term goal of this strategy is to develop a full range of housing options that provide stepping-stones for residents to transition more effectively into market housing.The Housing Policy Strategist will play an important role in clearly defining Airdrie’s Below-Market System by setting the policy environment and strategic direction to enable local not-for-profit housing providers and private industry to be better positioned to collaborate with and support the creation of a broader and more streamlined range of Near-Market and Social Housing options and choices in Airdrie.The City of Airdrie is looking for a dynamic, experienced individual that has been involved in developing and implementing affordable housing strategies, policies, research and programs to create and improve affordable housing opportunities. This position will engage and champion these initiatives with diverse stakeholders, including government officials (from each order of government), non-profits, private industry, other community stakeholders and internal City leadership and staff.Accountabilities include, but are not limited to:

  • Facilitate the development of Airdrie’s Below-Market Housing Strategy for the City of Airdrie and the subsequent implementation plan
  • Create and nurture partnerships with local and regional housing providers to develop a full range of below market housing options and supports (transitional housing, emergency and second-stage shelters, long-term supportive housing, life skills training, attainable homeownership)
  • Maximize the City’s legislative authority to engage with the private sector to partner in the development of below-market housing options
  • Compose staff reports, briefing notes and other materials for senior management, Council representatives on public housing providers’ boards so that Council can achieve goals related to BMH
  • Represent the interests of the City of Airdrie on internal and external committees and project teams related to the housing system in Airdrie
  • Provide expert advice to support and advance advocacy work with other orders of government and participate in federal and provincial affordable housing initiatives
  • Proactively monitor legislative, regulatory and program changes from other levels of government by communicating new below-market housing policy changes and funding opportunities to housing providers and stakeholders
You Bring:
  • Bachelor’s degree in public administration, business, planning, social work or a related discipline
  • Minimum three (3) years’ experience as a policy strategist
  • Applied knowledge and understanding of Municipal land-use policies to increase opportunities for innovative housing options as well as an understanding of Federal, Provincial and Municipal housing legislation is an asset
  • Knowledgeable on the Government of Alberta’s 10 Year Housing Strategy, Stronger Foundations would also be an asset
  • Demonstrated experience in facilitating partnerships and collaborations with multi-stakeholders including not-for-profit organizations, developers and other levels of governments to achieve shared housing goals and outcomes
  • Expert knowledge of the below-market housing continuum including understanding of the different types and service delivery models of non-market housing and housing programs
  • Previous municipal and/or provincial experience in policy is preferred
  • Experience with the completion of municipal needs assessments for affordable housing
  • Strong political acumen and strategic thinking skills are essential, as is, knowledge of key housing legislations, inter-governmental housing programs, principles of below-market housing system
  • Previous experience on an integrated project team, responsible for the planning, design and delivery of long-range strategies and implementation plans
  • Understanding of quantitative and qualitative social research, strong analytical skills and problem-solving abilities
  • Detail orientated and able to work under pressure and project deadlines
  • Strong leadership and organizational skills with the ability to effectively influence others and successfully resolve a variety of stakeholder relationship, project and technical issues
  • Team-oriented, demonstrating sound judgment and initiative to establish priorities, meet client expectations and deadlines
  • Strong communication and presentation skills, both oral and written, demonstrating tact and diplomacy to establish effective working relationships with external and internal stakeholders
  • Ability to formulate and coordinate plans for a variety of projects, sometimes concurrently
  • Ability to quickly align with shifting priorities, work assignments and timelines
