We’re a place where you just might be a perfect fit.Our Team:The Procurement team provides strategy and support to City staff to optimize the use of public funds and to ensure the integrity and efficiency of procurement processes. Procurement of goods and services includes fiscal stewardship, training, guidance, and compliance with policy and legislation.The Opportunity:Our Procurement Services team is seeking a dynamic individual that has an interest in the Public Procurement field. The Junior Procurement Specialist will be responsible for low risk procurements, including the legal aspects of competitive bidding and related contract processes for all departments within the City. The position will operate in compliance with the City’s Procurement Policy and Procedures.Responsibilities include:

  • Evaluate and recommend to departments the required legislated licensing, insurance coverage, bonding and certifications and ensure they are contained within the contracts
  • Review competitive bidding/purchase contracts periodically and amend or extend contracts as required to ensure risk to the City is mitigated and/or avoided
  • Participate as a team member when consulting with City staff on required competitive bidding/purchase contractual obligations and legal issues
  • Assist departments to handle non-performance or poor performance of the contracts, potential breach of contract and remedies with medium to high risk
  • Provide support to more senior positions with e-bidding, purchasing modules, and other administrative tasks
  • Research best practices in procurement and tendering process
You Bring:
  • A minimum of 2 years’ post-secondary education, preference will be given to those with a university degree
  • A willingness to learn new skills and develop knowledge of public procurement strategies
  • A commitment to obtain education and training required for a related professional designation such as CPPO and CPPB, and/or Supply Chain Management Professional (SCMP)
  • The commitment to become familiar with and build expertise in related common law, competitive bidding law, the Municipal Government Act, other Trade Agreements and Provincial Statutes
  • Previous experience in Public Procurement would be considered an asset
  • Possess excellent written and verbal communication, interpersonal and relationship building skills
  • Demonstrated ability to work and collaborate in a team environment
  • Ability to provide consistent professional services under the pressure of conflicting priorities and public scrutiny
  • Ability to thrive in a fast paced, deadline driven role, while adapting to a constantly changing and challenging work environment
  • Ability to process a high volume of information within tight deadlines
  • Ability to work independently and to demonstrate initiative and resourcefulness in establishing and achieving business objectives
  • Demonstrated ability to operate with a high standard of ethics, integrity, and discretion
  • Proficient in the use of Microsoft Office including MS Word, Excel, and Outlook
