(WCS) specializes in pavement preservation and roadway construction completing contracts across Alberta, British Columbia, Saskatchewan and Manitoba for both public and private sectors.Western Asphalt Products (WAP) has invested in the latest technology to manufacture the highest quality asphalt emulsions available in today’s market with terminals strategically located in Brandon, Manitoba and Bruderheim, Alberta.At WCS and WAP, we offer an exciting place to build your career with competitive compensation and benefit packages including RRSP matching.Job OverviewThis position reports to the Controller of WCS & WAP and has frequent contact with Human Resources and various administrative staff; the Payroll Specialist (PS) is responsible for all aspects of payroll preparation and processing in a fast-paced environment for full-time and seasonal employees of multiple Business Units across multiple provinces. The PS ensures accuracy and efficiency of multi company payrolls for hourly and salary employees, validating new hire information, entering and maintaining timesheet data, generating customized payroll reports and processing special payments. The goal of this position is to ensure that all full cycle payroll functions are completed accurately, in a timely manner and in accordance with established policies and procedures.Your day-to-day responsibilities will include:

  • Performs all activities necessary to process multiple bi-weekly payrolls for 200+ employees, including review of timesheet integration data for accuracy/collection/processing, preparing payroll transactions for direct deposit, processing standard deductions/contributions, benefits and garnishments, filing tax reports and preparing special reports.
  • Prepares payroll reports and authorization forms in a timely manner and submits to management/owners for approval.
  • Effectively and professionally communicates payroll-related matters to management and owners.
  • Resolving payroll discrepancies, answering questions and responding to requests for payroll information from management and employees.
  • Prepare Records of Employment (ROE) on a timely basis.
  • Process new hires, changes and terminations to benefits records as required.
  • Facilitate payroll and benefits procedures for employee enrollment, termination and adjustments.
  • Assist in administrative activities related to our group benefit plans including health, dental, life insurance, Employee Assistance Program and RRSP’s.
  • Assist finance department in preparing for internal and external audits.
  • Maintain and process attendance records for payroll.
  • Collaborating with Human Resources to maintain employee data including changing of employee bank records when necessary to process payments accurately.
  • Assist with year-end reporting including accurate T4 preparation, year-end balancing/summaries and final remittances.
  • Provide suggestions for continuous improvements to streamline processes and/or administration.
  • Assists with various department projects and the potential for additional duties as assigned.

Essential Requirements
  • Knowledge of organizational management, payroll processes and procedures, pensions, benefits, computer based payroll systems including online time entry systems.
  • Knowledge and understanding of Employment Insurance, Canada Pension Plan, WCB, provincial and federal payroll legislation, employment standards and taxation regulations.
  • Proficient with Microsoft Office – ability to create/manipulate documents using Word, Excel, and PowerPoint.
  • Be able to identify and work through problems and conflicting issues in a clear and diplomatic manner.
  • Professional approach to highly confidential, sensitive information.
  • Ability to prepare, present and review oral and written information and documents.
  • Maintain a good working relationship with foremen, field and project superintendents, management/ownership, office peers and seasonal employees.
Preferred RequirementsBachelor’s Degree in Accounting, Finance, or Business preferred or related equivalent experience.3+ years of full cycle managing and/or processing payroll experience.Working towards Certified Payroll Professional (CPP), completion of CPP designation is preferred.Vista by Viewpoint software experience is preferred.Experience with an in-house payroll system is mandatory.Work ConditionsYou primarily work in an office setting during regular business hours.
