Job Description

Reporting to the Director of Operations and Environmental Services, the Manager of Building Maintenance is accountable for the management, leadership, operation and administration of the Building Maintenance Section, which includes, but is not limited to, the following services: i) administration of the facility capital portfolio including new construction, design, retro-fits and upgrades, ii) the maintenance, testing and inspections of all Town facilities (Town Hall, Libraries, Community Centres, Fire Halls, Community Pavilions, Operations Centre), iii) administration of corporate security management and implementation (CCTV, key management, access control, facility upgrades, policies and procedures), iv) asset management and conditional assessments of Town facilities and their components, v) general management and administration of the Building Maintenance Section including technology upgrades (ie. CityWorks) and the development of business processes, discipline and managing the performance of staff and the delivery of exceptional customer service to internal departments. Job Duties Include Capital Constructionamp; Project ManagementEnsures that the planning. design and execution of Town Facility related capital projects are in the best long-term interests of the Town (sustainable, accessible, functional, cost-effective); Responsible for all new facility construction and major renovations (community centres, libraries, fire halls, Town Hall etc.); Coordinate consultants/architects in the design of facility improvements, engaging stakeholder departments to identify space and functional requirements; Oversee the Project Management of facility related construction and administer contracts throughout construction.Maintenance of Town FacilitiesResponsible for the day-to-day maintenance of Town facilities which includes: 53 facilities valued in excess of $180 million in facility infrastructure; Responsible for ensuring that the facilities systems are operational 24/7/365, requiring this position to be available after hours, for emergency contact by facility operators and/or the Director; Oversees the administration of contracted services (fire alarm and sprinkler testing, well water testing, elevator maintenance etc); Responsible for managing facility work order requests from facility supervisors/managers and setting priorities, allocating resources; Responsible for developing and managing multiple departments facility operating budgets in FMW for all Town facilities.Corporate Security ManagementProvide oversight and direction regarding the implementation of the Corporate Security portfolio (CCTV, access control, contracted security services); Ensure the implementation of a Security Awareness Program, featuring policy development and the training of Town employee’s.Asset ManagementResponsible for ensuring the documentation of facility asset inventories and identifying the appropriate replacement values and life cycle for each component; Completion of facility audits and conditional assessments of Town facilities and their components/equipment, maintaining the Facility Condition Index and documenting work orders on all facility equipment; Identify capital replacement priorities for Town facilities to be considered during the development of the Town’s Capital Budget and Long Range Capital Forecast.Human Resources AccountabilitiesAllocates resources to ensure operational efficiencies, identifies operational gaps in service delivery, anticipates impacts of growth and identifies future resource requirements in collaboration with the Director of Operations and Environmental Services; Understands, manages and allocates resources in accordance with the Collective Agreement and Town Policy; Involved in confidential staff issues, in regards to security CCTV system and access control in facilities.Qualifications/SkillsEducation: University degree in Building Sciences, Architecture or related field. Experience: Minimum nine (9) years progressively responsible experience in Facility Maintenance field with a minimum four and a half years (4.5) years of supervisory experience or a combination of training, education and experience deemed equivalent Designation: Certification as a Project Management Professional (PMP) is considered an asset Legislation: Thorough understanding of legislation, including: Building Code regulations, Fire Code requirements, ESA requirements, Ministry of Health requirements, Occupational Health and Safety Act, various Town Policies and Procedures and Municipal Bylaws that directly pertain to all facility operational tasks. Constructionamp; Project Management: Thorough knowledge and understanding of facility infrastructure, facility operations, facility commissioning and legislative framework. Proven project management and contract administration experience in planning, coordinating, designing and constructing complex projects in a multi-disciplinary environment. Corporate Security: Understanding corporate security technology, policies and best practices, with a demonstrated ability to prioritize initiatives with an emphasis on public safety. Leadership: Strong leadership and team building skills, with the ability to prioritize, mentor and manage a team. Other Related Skills: Excellent communication (written, verbal and presentation), negotiation and conflict resolution skills, including experience working with various stakeholders. Exceptional analytical skills and attention to detail, with the ability to analyze a wide range of facility related data. Other Requirements: A valid G driver’s license. Ability to provide a criminal record check that is satisfactory to the Town, upon being hired.What we offer to staffSalary: $125,239 - $156,549 per year Hours of Work: This is a non-union position that works 35 hours per week. The hours of work are from 8:00 a.m. - 4:00 p.m. Monday to Friday.
