To do this, we are recruiting individuals at all levels of the organization who embrace a challenge and believe in their ability to make a difference.More specifically, the Data Governance and Management division ensures trusted data and information are available and used by all levels of the organization to support the Department’s vision of Healthy Nova Scotians.About Our OpportunityThe Data Analyst is a technical resource in the Data Governance and Management division at DHW (Department of Health and Wellness). In this role you will be responsible for fulfilling data requests. You will work with stakeholders throughout DHW, the broader health sector, and other departments or agencies to translate their business requirements into the final data extract.In this role you will be responsible for the creation of data extracts to meet client requirements, including explanatory notes. You will work closely with the Manager, Data Services, to ensure clients are satisfied with the final product. This role enables you to have a contributory impact on the health system, facilitating evidence-based decision making to enhance health system planning and management.You will formulate the information requests; perform queries and data extraction from relevant databases, checking data quality; analysis and modelling; interpreting the data; preparing reports and basic data visualization; and presenting the information and findings for administrative and operational decision making.Primary AccountabilitiesIn this role, your key responsibilities will involve the creation and review of data extracts to fulfill client requirements. You will ensure the process and program code is well documented for future reference and replication. You will work with the Manager, Data Services, to ensure accuracy of the output and regulatory reporting requirements are met.You will achieve this by:

• Understanding and clarifying requirements with the Manager, Data Services, and the client
• Extracting and consolidating data to meet the client’s needs
• Creating documentation and code templates for data requests
• Reviewing final deliverables for quality assurance
• Assisting with the creation of standards and processes for data extraction and quality assurance

Qualifications and ExperienceThe Data Analyst will report to the Manager, Data Services and work cross functionally with the Data Governance Lead. Working with our varying data sources, the Data Analyst will compile, analyze, and validate the data to fulfill the requests of our business and client needs.Minimum Qualifications and Experience:

• Graduation from a recognized Information Technology program.

• Excellent analytical skills with strong attention to detail
• Demonstrated ability to work cooperatively and cross functionally with a variety of departments and/or teams
• Strong problem solver and ability to juggle multiple priorities
• Demonstrated ability to perform data manipulation, analysis and information presentation at a moderate to advanced level using database, MS Excel and statistical software. High degree of computer literacy is required.
• The ability to troubleshoot, comprehend, analyze and resolve complex issues.
• Moderate to advanced knowledge of relational database modeling and query writing tools to create ad-hoc queries and reports.
• Demonstrated ability to develop complex and customized SQL queries for relational databases, with applied experience with business intelligence tools (ex: SSMS, Oracle SQL Developer, SAS).
• Demonstrated ability to communicate effectively both verbally and in writing.
• Strong interpersonal skills and collaboration skills and the ability to establish and maintain effective working relationships internally and externally.
• Excellent organizational skills, attentive to detail with the ability to multi-task and prioritize workload and work quickly and accurately under pressure to meet deadlines.
• Experience with health data is an asset
