Content Management Projects Specialist (Business Systems Analyst)IT Solutions DivisionContract Full-Time; 13 monthsPay Band: $70,457 - $88,072 per annumReporting to the Digital & Information Services Business Partner for Health Services, you will be responsible for conducting the analysis activities required to understand the structure, policies and operations of Regional Health Services programs in order to recommend solutions that enable the programs to achieve their goals. You will be responsible for eliciting the functional, non-functional and information requirements of technology solution that meet business needs.In this role you will:

  • Lead and participate in projects and strategic initiatives in content management that support the Regional Health Services department.
  • Conduct requirement planning activities such as stakeholder identification, selection of business analysis techniques, the process that will be used to manage requirements, and how to assess the progress of the work.
  • Conduct requirements elicitation activities by working with Health Services management and staff to identify and understand their needs and concerns and understand the environment in which they work.
  • Prioritize and progressively elaborate stakeholder and solution requirements to enable the project team to implement a solution that will meet the needs of the sponsoring organization and stakeholders.
  • Assess proposed solutions to determine which solution best fits the business need, identify gaps and shortcomings in solutions, and determine necessary workarounds or changes to the solution.
  • Documents the analysis outcome using formal techniques such as workflow diagramming, use case analysis, process mapping and conceptual information/data modeling amongst others.
  • Develops or assists with the development of business cases to properly justify projects or efforts intended to bridge the gap between the business needs and an implemented solution.
  • Translate the functional or user requirements into system concepts and system specifications including the determination of non-functional requirements and technical constraints.
  • Depending on the type of approach (package purchase – custom development), the business systems analyst may also carry out directly or indirectly activities such as writing of technical specifications for RFPs, solution architecture and design, system test or technical acceptance from vendor, technical documentation and solution deployment.
  • Monitor, analyze and assess the impact of time, resources and budget factors on project deliverables to ensure all phases of project delivery are performed within scope, time and budget requirements.
  • Liaises with Peel Health staff and with vendors on behalf of the Health Services department to resolve issues/problems.
  • Conducts presentations for senior management teams in order to communicate updates/key milestones and provides recommendations/next steps.
  • Uses appropriate channels of communication to keep supervisor and all affected Health Services staff updated on projects and processes
  • Leads and/or participates on special projects and initiative as assigned, and provides health information management and technology expertise to divisional/departmental/corporate initiatives as a member of project teams and working groups
Qualifications:
  • A relevant University Degree (e.g. information management, public administration, etc.) combined with further education and demonstrated expertise in project management principles, practices, techniques and tools.
  • 3 to 5 years related experience, with proven experience in project management; experience in working closely with committees.
  • Experience/knowledge with Province of Ontario Health Services delivery technologies including Public Health, Long Term Care and Paramedics Services solutions.
  • Knowledge of web processes and the use of the web as a social marketing tool.
  • Understanding of electronic document management principles and systems.
  • Understanding of records management principles and procedures.
  • Computer expertise in MS-Office 365 and SharePoint.
  • Expertise in web content management / web publishing software would be an asset.
  • Knowledge of basic budget development and procurement procedures.
  • Project Management Professional (PMP) Certification by Project Management Institute (PMI) would be an asset.
  • Working knowledge of project management processes utilizing the Project Management Body of Knowledge (PMBOK) by PMI would be an asset.
  • Able to travel to various regional locations; and able to work evenings, weekends and holidays, on call rotation and/or shift work.
