JOB TITLE: Human Resources Business PartnerDEPARTMENT: Corporate Support ServicesPOSTING NUMBER: 105318NUMBER OF POSITIONS: 1JOB STATUS & DURATION: Full Time PermanentHOURS OF WORK: 35 hour workweekLOCATION: Hybrid Model – when working onsite, you will report to the location of City Hall.SALARY GRADE: 7HIRING SALARY RANGE: $107,156.00 - $120,551.00 per annumMAXIMUM OF SALARY RANGE: $133,945.00 per annumJOB TYPE: Management and AdministrationPOSTING DATE: April 3, 2023CLOSING DATE: April 14, 2023AREA OF RESPONSIBILITY:Reporting to the Senior Manager, Employee & Labour Relations, this professional position partners with their dedicated client groups to provide generalist Human Resources (HR) and employee relations guidance, advice and strategic consultative services to ensure Corporate consistency in the application of policies and practices, legislation and collective agreement interpretation.Generalist HR and Employee Relations Expert. Provides guidance and advice to ensure the consistent administration, interpretation and communication of Corporate policies, HR policies, procedures and practices, collective agreements, and legislation relating to employee relations and Human Resources. Facilitates the resolution of employee and labour relation’s issues by investigating, documenting and providing recommendations on employee complaints. Leads and conducts workplace harassment and workplace violence in the Workplace investigations. Analyzes investigation findings and makes recommendations. Takes the lead on employee relations cases, provides guidance to management and identifies measures to mitigate risk for the Corporation on all employee cases and legal compliance with Human Rights – Ontario Human Rights Code and Occupational Health & Safety Act (Bill 168) and employment legislation and case law. Provides consultative services to managers on employee coaching and counselling, performance management, conflict resolution and mediation, corrective and progressive discipline, and termination and negotiates termination settlements. Provides advice to and seeks advice from internal/external legal counsel in case preparation, presentation, settlement and/or resolution. Acts as a liaison with external legal counsel and the client. Represents the Corporation in a variety of legal settlings i.e. Tribunals, Arbitrations. Responds to general inquiries related to all areas of Human Resources and engages HR functional areas as appropriate. Conducts post-mortem analyses and makes recommendations to adjust corporate practices where appropriate. Provide a range of expertise and consultation to managers and employees in all aspects of Integrated Claims Management Program, including injury/illness under WSIB, short-term and long-term disability, sick leave claims, and return to work and workplace accommodations. Liaise with stakeholders, including employee, health care provider(s), Corporation’s Occupational Health Physician, Corporation’s insurance carrier representatives, WSIB representatives, and Supervisor and Union representativesIntegrate with all areas of HR. Collaborates with core HR functional areas to develop integrated, solution-based and strategic processes, procedures and programs. Engage HR functional areas and subject matter experts as determined based on client needs. Provides coaching, mentoring and direction to Human Resources Associates and Human Resources Assistants on a regular basis. Participates in HR initiatives and Corporate projects as required. Researches and implements leading edge practices in consultation with appropriate core HR functional areas.Business Partner. Builds and establishes a partnership relationship with a dedicated client portfolio, at all levels of management including senior leaders. Build and establishes a positive working relationship with union representatives to support client group initiatives and coaches management to build relationship with union. Offers proactive analysis of departmental issues in consultation with client group management, staff and teams, identifies and recommends appropriate interventions, and provides guidance and support with the implementation of preferred solutions. Participates in Labour-Management Committee meetings in a consultative role. Assists in the implementation of outcomes from collective bargaining, mediated settlements and arbitrated awards. Assists with the preparation for collective bargaining by identifying issues and providing options and recommended solutions. Advises in the disposition of first and second step grievances, in consultation with Labour Relations staff as required, and acts as a resource to Labour Relations in the investigation of third step grievances.Change Agent. Participates in the implementation of organizational development strategies in consultation with client group management and core HR functional areas. Participates in the analysis of the department’s organizational structure, culture and change drivers to determine opportunities and challenges. Strategizes with the client group to conduct employee and management meetings, focus groups, team building sessions and overall communication strategy regarding organizational change.SELECTION CRITERIA:EDUCATION:

  • University degree related to human resources, industrial relations or business administration with specific training in Human Resources disciplines.
REQUIRED EXPERIENCE:
  • 5 to 7 years’ HR generalist experience or in an advisory role, preferably in a unionized environment.
OTHER SKILLS AND ASSETS:
  • CHRP designation an asset.
  • Comprehensive understanding of relevant legislation, including employment legislation
  • Superior interpersonal skills including the ability to work effectively in a team environment.
  • Demonstrated ability to exercise significant discretion and sensitivity; and to use consultative and relationship building skills with diverse client groups.
  • Organizational skills with attention to detail and ability to meet deadlines.
  • Excellent verbal and written communication skills as well as influencing skills and analytical abilities.
  • Computer proficiency in MS Office (Word, Excel, Outlook) and knowledge of HRMIS (PeopleSoft preferred).
