Job Description

Maintenance, Housing Supply SpecialistHuman Services – Housing ServicesContract Full-Time; 24 MonthsReporting into the Supervisor of Housing Supply, the Maintenance Specialist ensures preventative maintenance programs are developed and administered in all Region of Peel emergency, transitional and affordable housing facilities to maintain the Region’s assets in a safe and good working order. In this role you will ensure effective maintenance service complies with all applicable legislation and regulations; that contracts are in place; and that the scope of work supports the Region’s objectives.In this role you will:

  • Develop and administer comprehensive preventative maintenance programs and ensure they are followed to increase the life expectancy of equipment, reduce repair cost and avoid interruption to Regional program service delivery.
  • Be responsible for preventative maintenance work calendars, scheduling and inspections, monitoring work in collaboration with Technical Advisors. Ensure activities are consistently and concisely documented. Schedule work to eliminate risk to building occupants and program services.
  • Use technical expertise to develop and maintain service contracts and standard operating procedures for the effective maintenance and operations of building systems and components for commercial facilities.
  • Maintain an inventory of replacement parts for critical systems and components.
  • Assess vendor performance and maintain performance records to ensure terms of contracts are met.
  • Provide guidance and technical advice on the implementation / integration of replaced or new systems.
  • Review quotations for new or replacement equipment and related services for validity and inclusion/exclusion in contracts.
  • Collaborate in troubleshooting operational problems.
  • Conduct research and analyze specialized systems information in order to prepare technical documentation, reports and statistical analysis, and provide recommendations on trends. Support the selection of new equipment and systems.
  • Schedule and lead site visits with others to review building/equipment drawings, investigations and failure analysis as required.
  • Provide support and guidance to Building Operator Technicians and contracted maintenance staff.
  • Promote energy savings for all facilities by working collaboratively with the Climate Change and Energy and Environmental Management team; take advantage of the incentive programs to increase the efficiency of the buildings and operations.
  • Review asset database inventory records of existing building equipment and provide updated information for newly installed equipment.
  • Support capital projects and planning by providing technical expertise and recommendations. Ensure operating manuals and as-built drawings are received and are available for all equipment and systems. May participate in commissioning of new equipment.
  • Maintain positive working relationships with contractors and monitor their services; compare prices and make recommendations to achieve cost savings. Prepare and issue Vendor Performance Evaluation reports and manage in accordance with Regional Purchasing guidelines when necessary.
  • Analyze quotations, reports and investigations provided by different consultants regarding major equipment repairs, replacements or upgrades.
  • Maintain working knowledge of relevant legislation and code requirements.
  • Ensure receipt of and review warranty documentation for equipment and ensure all repairs within the warranty period will not be charged.
  • Review Building Condition Assessment studies and participate in the capital planning exercise.
  • Work collaboratively with Facility & Occupant Services staff, Purchasing, contractors, vendors and other divisional staff
Qualifications:
  • University degree in Engineering, Applied Science or related field with at least 5 years of work experience with HVAC, plumbing and electrical systems.
  • Knowledge of building systems; heating, ventilation and air-conditioning; mechanical, electrical, chemical, architectural, structural and building envelope; understand their interaction, life cycle, required maintenance and performance indicators.
  • Knowledge of relevant legislation including Ontario Building Code, National and Ontario Fire Codes, Ontario Natural Gas and Propane Code, Technical Standards and Safety Authority standards, Canadian Standards Association standards, Electrical Safety Authority, Occupational Health and Safety Act, WHMIS, ASHRAE Standards and Guidelines, Employee Standards Act.
  • Ability to prepare Scopes of Work and technical information for tender documents, contracts and requests for quotations.
  • Ability to review and analyze technical mechanical and building drawings and specifications.
  • Ability to develop and execute plans.
  • Ability to assess and communicate levels of risk.
  • Sound decision making capabilities including sound judgment and critical thinking to arrive at recommendations or conclusions.
  • Well-developed communication skills, both oral and written.
  • Proficiency with MS Office and Computerized Maintenance Management software.
  • Licensed Professional Engineer of Ontario (P.Eng.) is an asset.
Location: In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at 10 Peel Centre Drive, Brampton and other regional work sites as required. The frequency of on-site activities may vary on a weekly basis and based on operational requirements.
