Job Description

Program Manager, IT Quality AssuranceCorporate Services – IT SolutionsContract Duration: Approximately twenty-four (24) monthsThis leadership role manages an IT Quality Assurance (“ITQA”) program of IT service improvements and selected projects in the IT Solutions division of the Corporate Services department. The ITQA program is about establishing and maintaining effective standardized processes, roles, key performance metrics and technical tools to achieve and continuously improve measurable levels of quality for both implementation and ongoing operational support of the implemented technology solutions.The ITQA Program Manager leads the program’s efforts and project teams needed to achieve these program goals, by establishing the ITQA program framework, roles, and technical platform for effective IT quality assurance and requirements management for the Region’s Salesforce and other platforms; and by regularly assessing technical quality standards to measurably minimize defects of software technology solutions.Working closely with internal and external stakeholders under the guidance of IT Solutions leadership, the Program Manager will recommend and oversee the delivery of projects needed to develop and maintain IT quality assurance and testing standards per program goals.What you will do:

  • Directs and supports a core project team which may include internal and external resources as well as other Project Managers.
  • Builds and maintains a highly effective technical QA operational team of QA specialists and testers by supervising, motivating, mentoring, and coaching staff, and regularly reviewing and addressing QA resourcing gaps
  • Leads the selection and implementation of effective, standardized technical quality procedures and technical tools, including both manual and automated application testing and regression testing.
  • Aligns the ITQA program with the project management standards of the IT Solutions Project Management Office.
  • Develops comprehensive, complex project plans for large projects (or collections of several concurrent and inter-dependent sub-projects).
  • investments and their support of the department’s strategic objectives.
  • Defines project benefits and articulates desired outcomes to client groups.
  • Tracks and reports regularly to ITQA management and IT Director, on project performance, including measuring actual vs. expected delivery parameters; identifies ways to advance the achievement of results.
Nice to have but not required….
  • Testing certifications in IIST, ISEB, CSQA and/or ISTQB
  • Six Sigma Green Belt or higher certification
  • Experience with both waterfall and agile project management methodologies
What do we require you ask
  • Post-secondary education in Computer Science or Business Management
  • 8 years of related and progressive project and program management experience, preferably including strategic planning, developing, and delivering complex projects in the public / non-profit sector
  • 5 years of direct people leadership/supervision of in-house staff, including leading technical quality assurance professionals supporting complex enterprise-wide systems
  • An equivalent combination of education and/or experience may be considered
  • Project Management Professional (PMP) in good standing with the Project Management Institute (PMI) designation
  • Demonstrated ability to collaborate and build strong relationships with diverse stakeholder groups
Location: In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 10 Peel Centre Drive worksite. The frequency of on-site activities may vary on a weekly basis and based on operational requirements.
