Job Description

Technical AnalystPublic Works - TransportationContract Full-Time, Duration: 14 MonthsReporting to the Program Manager, Roads Design and Construction, you will provide technical assistance to Project Managers to deliver capital projects. Prepares/completes, or reviews/analyzes engineering design drawings, contract documents and related information for Road Capital Projects.Responsibilities:Plans, designs and prepares contracts drawings and documents in compliance with current standards for the road program including the following:Analyzes and prepares CAD design requirements for in-house road capital projectsPrepares initial and ultimate rights-of-way property requirements for both acquisition and easements needs for proposed Regional infrastructureProcesses and analyzes survey data for design plan creation, including Digital Terrain Modeling, contour, profile and cross section preparation, using Teramodel surveying software, InRoads/OpenRoads design software and AutoTurn SoftwareManages all requirements of obtaining external agencies existing utility informationPrepares communication plans for all appropriate project agencies and stakeholders as requested by the project managerPrepares draft Requests for Proposal documents, Requests for Quotations and Tender documentsParticipates in the evaluation of detailed proposals for procuring consultant engineering services and undertakes tender analysis for construction contractsReviews Environmental Study Reports for reference in drafting terms of reference and scope of workAttends site meetings, prepares formal meetings notes/minutes and promptly distributesAssists with obtaining all approvals from external agencies, utilities and local municipalities related to capital projectsAssists with the administering of contracts, monitors project budgets and tracks costsPerforms other duties as assignedQualifications:Must have a degree in Civil Engineering, a Certified Engineering Technologist diploma or related field, with a minimum of 5 years related experience or an equivalent combination of education and experienceKnowledge of road design practices and standards, related codes and environmental regulations, safety acts, tendering/contract processes, and contract administrationMust have thorough knowledge of MicroStation CAD platform and municipal Civil Engineering practicesPrevious experience with InRoads/OpenRoads design software preferredSolid understanding and experience related to transportation systemsProficient computer skills, including MS Office, MS ProjectSolid and proven project management skillsExcellent communication skills (both verbal and written)Proven organizational and administrative skillsAbility to work independently or as part of a teamPrevious experience with AutoTurn design software an assetLocation: Due to Covid-19, some of our offices are working at limited capacity to protect the health and safety of our employees, clients and community.
