Please ensure that you complete the self-identification portion on the position application.Position:Personnel Manager - TransportationLocation: Bridgewater, NSReports to: Coordinator of TransportationEmployee Group: Non-UnionJob Status: Term - 7 hrs/dayStart/End Date: Immediately to July 31, 2024Salary: $68,300 to $74,600 annuallyClosing Date: October 26, 2022 11:59 pmThe South Shore Regional Centre for Education is looking for a Transportation (personnel) Manager. The ideal candidate has experience directly managing personnel. The position directly manages a staff of 100 school bus drivers in Lunenburg & Queens counties and is responsible for everything from recruiting, hiring, direct supervision, training, evaluating, coaching and all other aspects of managing personnel. Experience working with unionized employees or in transportation would be considered an asset, but not a requirement for the position.Role:Qualifications and Experience:

  • Related post secondary education and five years related experience or an equivalent combination of training and experience
  • Experience supervising and working collaboratively with unionized staff
  • Knowledge of Motor Carrier Act, National Safety Code, and applicable sections of the Education Act
  • Competence in the use of MS Office, Outlook and transportation software
  • Knowledge of school bus operations
  • Valid Nova Scotia class 5 driver’s license willingness to upgrade to a Class 2B

Task Dimensions:Supervises Transportation Services staff. For example:
  • Supervising all regular and substitute Bus Drivers
  • Managing driver recruitment, assisting with the selection of staff, new driver training
  • Advising Transportation Coordinator about training needs, developing and preparing relevant in-services.
  • Managing the approval process for absences and additional time for bus drivers
  • Managing driver files in accordance with UARB and National Safety Code Regulations.
  • Supervising and evaluating the performance of all Bus Drivers,
  • Working collaboratively with the Coordinator in arranging training, coaching or other measures to address performance issues.
  • Investigating complaints and issues related to Bus Drivers and working cooperatively with Transportation Coordinator, school administration and HR to identify, document and resolve employee issues.
  • Monitoring employee injury rates and advising on prevention measures.
  • Working with WCB and HR Department to implement the Return to Work program for injured employees, including ensuring employees follow reporting and follow-up procedures, providing information on physical job demands and modified and transitional duties.
  • Supervising school bus cleaning, establishing standards, securing equipment and cleaning materials. Managing the equipment refresh as well as supply levels.
Represents Transportation Services on various committees. For example:
  • Alternate for Transportation Coordinator on the Joint Occupational Health and Safety Committee
Researching issues, prepares reports and presents recommendations to CoordinatorEnsures the transportation system is operated safely, efficiently, and in compliance with Centre’s Policies and regulations governing student transportation. For example:
  • Ensuring the transportation system meets regulations under the National Safety Code, Motor Carrier Act, Motor Vehicle Act, Occupational Health and Safety Act and South Shore Regional Centre for Education Policies and Procedures.
  • Assists in creating, implementing and updating policies, administrative procedures, protocols and guidelines as necessary.
  • Working with school administrators and Bus Drivers to address student management issues.
  • Assisting with school bus evacuations and ensuring policy adherence
  • Assisting and investigating school bus accidents and reporting
  • Overseeing the snow removal for school bus turn around locations
  • Preparing monthly newsletters for school bus drivers
  • Managing Red Light violations, securing camera footage and ensuring Transportation Coordinator has the necessary documentation
  • Complies with Occupational Health and Safety Act and Regulations.
  • Performs other related duties as required.
