Senior Project Manager - HRMS Implementation (24 Month Contract)Location: New Westminster, BC / HybridStaffing Placement Opportunity Position:The Business Technology Services division requires one (1) contract Senior Project Manager to provide services as outlined below.This position is a multi year engagement with a start date in mid November 2023. The initial contract term is 2 years, with an expected extension to be determined based on project needs. The successful candidate will report to a Senior Project Manager (staff) in IT Programs and Projects Delivery (aka Business Technology Services (BTS) PMO) and will work closely with the sponsoring departments across the enterprise and the various Business Technology Services teams, as required.Project Description:The successful candidate will complement contingent of staff and contract Project Managers in the BTS PMO and be assigned to manage primarily the HRMS Replacement Implementation project, with the option to be assigned to other technology projects as operational demands stipulate.The purpose of the HRMS Replacement Implementation project is to select and implement a new HRMS solution and supporting processes for the company enterprise. This project will also implement HRMS business functions that are currently inefficient or not available, causing substantial manual effort. Based on the inputs from the preceding Feasibility Study, the implementation project will plan and execute a comprehensive procurement competitive process (RFP) to select a new HRMS solution.The company uses the PeopleSoft system to manage its human resources and related processes throughout the employee lifecycle, including software to manage functions of HR administration, payroll, benefits, compensation, and recruitment. It not only serves as a primary means for engagement with internal employees, but also as a marketing tool that communicates brand to external candidates. Personal information of over 8,000 employees and external candidates is stored and processed in PeopleSoft, and it acts as a ‘single source of truth’ for workforce information. The system is integrated with approximately40-50 different applications (external and internal). The data is transferred both ways, through various methods, e.g., files, APIs, Webservices, file transfer software (MoveIT), etc. Replacement of all supporting integration points and supporting processes is in the scope of this project.Services:Reporting to a Senior Project Manager (staff) in the BTS PMO, the candidate will work closely with senior staff, as well as functional and technical teams consisting of staff and contractors. The successful candidate will perform all project management functions including but not limited to the following:1. Develop Business Cases and supporting artefacts (related documents and appendices).2. Develop, submit, and present to the Capital Management Committee the capital funding request(s) needed for the project.3. Prepare all project planning documents utilizing BTS PMO’s comprehensive project management methodology and supporting templates.4. Execute and monitor all aspects of the plan including WBS, financials, procurements, communications, benefits, stakeholders, quality, risks, decisions, etc.5. Once project funding is approved the contract Sr. PM will be responsible for all aspects of project management, including but not limited to:5.1. Direct the activities of internal and external (contracted) resources including Business Analysts, Data Analysts, Developers, and Quality Assurance Analysts, as required by the project.5.2. Develop and manage, or support and provide input for existing, project governance structure (including Project Steering and Technical Advisory Committees) to drive consensus on project issues and achieve desired outcomes.5.3. Prepare and communicate, or provide input to, detailed monthly and ad hoc reports to stakeholders, including status reports and updates to the Project Steering Committee.5.4. Scope Management. Utilize the project governance structure (Project Steering Committee, identified stakeholders) to establish and maintain clear project boundaries and agreement on project scope.5.5. Schedule Management. Establish and monitor project schedule ensuring adherence to key milestones.5.6. Risk Management. Identify and monitor risks and establish mitigation strategies as appropriate.5.7. Team leadership. Manage a diverse team of technical experts and senior leaders in the organization. Interpersonal and communication skills as well as business acumen will be critical.5.8. Budget and Contract Management. Manage the project budget, including sub contractor and supplier contract and performance.5.9. Technical Management. Oversee the work of a technical team (design, building, testing, deployment, and change management) throughout the project life cycle.Deliverables:Standard project management deliverables and supporting documentation will be expected. These include (but not limited to) the following as defined in Atlas, BTS PMO’s project management methodology:1. Prepare a thorough report outlining the outcomes of the analysis phase of the project, encompassing all analysis elements (including but not limited to interfaces, customization, functionality, architecture, security) and identifying clear and tangible recommendations.2. Prepare a funding case for the implementation project, including the implementation work plan, financials (budget), work breakdown structure and project schedule, risk analysis, work package sequencing, and high level business case (memo).3. Complete project management artefacts (i.e. Project Charter, Feasibility Study Definition Document, Project Configurator, Organizational Change Management documents, Communications Plan, Stakeholder Management Plan, Risk/Issues Management Plan, etc.).4. Prepare a comprehensive project management plan for the implementation project, following the BTS PMO’s Project Management methodology (PMI based) and templates.5. Define and keep current Work Breakdown Structure (WBS) for the project.6. Complete Monthly Project Status Reports, filed in portfolio reporting system.7. Facilitate Technical and Steering Committee meeting documentation (i.e. presentations, review materials, decision documents, meeting minutes, support documentation, technical memorandums, etc.).8. Complete cash flow forecasts/budget updates.9. Manage Project Change Requests, as required.Knowledgeamp; Experience:Proven experience in HRMS implementation projects is a must.1 The ideal candidate would have project managed various complex HRMS implementation projects for multiple organizations within the same enterprise, and involving multiple system modules, project teams of 30+ people, and a large number of stakeholders at different levels of the organization.2. 15+ years of full lifecycle technology project management experience, preferably in SDLC (full cycle software development) projects, from developing a conceptual idea to requirements gathering to system design, system build, system test, training, and cutover.3. Training and experience in best practice project management techniques and processes. Project Management Professional (PMP) designation is a plus but not a mandatory requirement.4. Program management experience is considered an asset.5. Extensive and proven experience managing stakeholders and an ability “to bring people together”. Must have excellent “people skills”, excellent communications skills, both verbally and in writing. Must display a sense of “urgency to get the job done”.6. Extensive experience managing organizational change (OCM) in projects.7. Extensive experience managing multiple suppliers.8. Extensive experience managing complex contracts.9. Extensive experience managing large budgets, including status reporting and forecasting.10. Extensive experience working with, communicating to, and making formal presentations and recommendations to senior management within a large organization.11. Extensive experience developing and implementing technology projects and business process initiatives designed to improve efficiency.12. Extensive experience gathering and analyzing functional and technical requirements and information from key business areas.13. Extensive experience leading an interdisciplinary team of technical and business resources effectively.14. Knowledge of standard MS Office tools, including Microsoft Project.15. Experience with SharePoint.16. Experience with conducting technical feasibility studies, identifying technical dependencies, and application road mapping.
