Tribe AdministratorTRIBE ADMINISTRATOR EMPLOYMENT OPPORTUNITYROLE TITLE: Tribe AdministratorDEPARTMENT: AdministrationREPORTING TO: Chief and Council, MembershipPOSITION TYPE: Permanent Full TimeGENERAL DESCRIPTION: Reporting to the Chief and Council, the Tribe Administrator will oversee all operations of Penelakut Tribe (PT). The successful applicant will be a dynamic, energetic and self-motivated professional who ensure that all PT programs, services and operations are carried out efficiently and effectively in a respectful and ethical manner, while ensuring that all decisions and actions are in accordance with the community values and goals.DUTIES AND RESPONSIBILITIESLEADERSHIP:

  • The Administrator will supervise the day-to-day operation of PT, including all departments and programs
  • Conduct needs assessments, gap analysis, and provide leadership to develop plans and priorities in creating programs to address the future needs of the community
  • Evaluates the effectiveness of programs and services and makes recommendations to the Chief and Council;
  • Identifies and partners with external organizations to enhance the delivery of existing programs and services to community members
  • Oversees human resource/staffing plans and is regularly involved in the recruitment, evaluation and appraisal and development of staff, and when necessary recommending and overseeing corrective action
  • Addresses performance issues and acts as a coach and mentor to develop employees.
OPERATIONS AND ADMINISTRATION:
  • Oversee the general management, alongside the CFO, of the PT’s financial affairs ensuring the establishment and review of internal financial controls to ensure effective financial and fiscal management
  • Identifies, researches, writes and pursues funding proposals in partnership with program managers
  • Directs Program Managers with implementation of programmatic operations and implementation of both long- and short-term goals.
  • Provides policy advice and support to Chief and Council and Committees, coordinating agendas, ensuring the required information is provided
  • Interprets and carries out Councils direction in terms of strategic plans, goals, objectives, polices and budgets
  • Works with the Chief Financial Officer to assist department Managers in the development, administration and monitoring of the Programs approved budgets
  • Works with the Chief Financial Officer to assist in the review and monitoring of expenditures in accordance to budget and/or contracts and ensures that the all programs are working within their allocated resources
  • Monitors financial plans and budgets (multi-year and annual) in relation to strategic plan direction, goals and objectives set by Council.
  • Develops alternative sources of revenues and increasing revenues for existing programs and services.
  • Regularly reviewing financial statements with Chief and Council; annually with Auditor and membership
GOVERNANCE: · Coordinates and develops an Administrative Five-Year Strategic Plan in consultation with Chief and Council and other resource people as required· Facilitates the orientation and training of leadership to assist Band Council to learn their roles and responsibilities including conflict of interest· Ensures agenda, briefing notes and other preparations are made for Council and AGM meetings. Provides Council and its committees with proper support and information to enable the Council and its Committees to make sound decisions· Implements decisions of Council and reports regularly on progressCOMMUNICATIONS: · Develops communication strategy for public awareness of programs and events informing community members· Ensures Band members understand programs, services, and opportunities offered through the Band Office· Upon the direction and approval of Chief and Council makes presentations to government and external organization via a developed communication strategy· Raises the profile of the Band as outlined in PT’s communication strategyQUALIFICATIONSEDUCATION/PROFESSIONAL REQUIREMENTS: · Degree in Business Administration, Public Administration or related field· Five (5) years experience in a senior management position, preferably in a First Nation’s community or group with a background in Human Resources and Financial Management· Understanding of relevant legislation, policies, and procedures including the Indian Act.SKILLS/COMPETENCIES: · Conflict Resolution – Ability to arrive at constructive solutions while maintaining positive relationships· Analytical Thinking – Observes and identifies underlying issues and ascertain solutions and make recommendations· Innovation – Tries to improve operations performance by trying new approaches· Ability to develop and maintain policies and procedures pertaining to all aspects of the First Nations Band Administration· Ability to self-regulate, meet deadlines, and give attention to details· Recognize and respect all cultural diversity and understand First Nation culture and working conditions· Leadership & Team building – must possess a positive attitude toward work, team mates and possess the ability to motivate the team to achieve the goals set out by leadership· Public speaking skills along with team leadership, management skills, and social awarenessRENUMERATION: · Full Time, Contract Permanent· Salary: $80,000 - $110,000 per year (remuneration dependent on background & experience)· Schedule – 9 hrs/per day (Monday – Thursday), On Call, Overtime when required· Benefits – Medical, Dental, Pension match after successful 6-month probationary period· Work Remotely: NoTo apply, please forward cover letter, resume/business portfolio and three references to:1330 Clam Bay Rd N, Penelakut Island, BC, V0R 5K0 orFax 250-246-2725Job Types: Full-time, PermanentSalary: $80,000.00-$110,000.00 per yearFlexible language requirement:
