Branch:Corporate ServicesPosition Type:CUPE Local 556Number of Positions:1Salary:$35.61Hours Per Week:35 hours per week for up to 8 monthsEmployment Type:Term Full-TimeCompetition Type:Internal/External PostingDate posted:September 22, 2022Closing date:October 11, 2022 - 3:15pmWe are seeking an Emergency Planning Assistant to join our Community Services team on a full-time basis for up to eight months. The Emergency Planning Assistant will be responsible for assisting and supporting the administration, development and implementation of emergency operation guidelines, evacuee support services, volunteer management, and other preparedness, response, and recovery measures for emergencies and disasters within the Comox Valley. Using best practices of trauma-informed approaches, this position builds relationships with program participants in order to provide support, referrals, information, and enhanced wellness for those in need.Under the supervision and guidance of the Emergency Planning Coordinator (Coordinator), the primary responsibilities of this role include:

  • Providing direct administrative support for volunteers and volunteer programs, including recruitment, retention, recognition, developing yearly training calendar for Emergency Support Services and Emergency Radio Communications Team;
  • Providing administrative support to emergency programs, activities and services administered by the CVRD, including: researching and preparing documents and reports, organizing meetings, taking minutes, developing presentations and promotional materials;
  • Organizing and scheduling a longer-term training plan for Comox Valley Emergency Program (CVEP) volunteers and staff, ensuring training is tailored to various roles;
  • Assisting with the development of plans and exercises that support the Emergency Management program including delivering training and education programs and evaluating effectiveness;
  • Supporting the Coordinator in responding to legislative changes;
  • Assisting with researching grant opportunities, funding applications and financial tracking;
  • Assisting the Coordinator with Emergency Operations Centre, extreme weather centers, and Emergency Support Services activations including providing administrative support for these operational initiatives both during and following the event.
Our ideal candidate is:
  • Experienced in emergency and/or crisis response planning, ideally in a local government setting, with over three up to four years of related experience;
  • A confident speaker with experience leading committee or working-group meetings, preparing reports and presenting results to the public, local government councils, boards and other agencies;
  • Experienced in recruiting and training volunteers (a volunteer management certificate or equivalent experience is preferred);
  • Experienced working with a trauma-informed approach; and/or experience working with vulnerable or at-risk persons;
  • Culturally and socially aware with the ability to foster and promote diversity, equity and inclusion;
  • Educated in emergency management or community work with a diploma of over one up to two years from a recognized post-secondary institution;
  • Familiar with the BC Emergency Management System, the Incident Command System, and the local authority roles and responsibilities under the Emergency Program Act;
  • Familiar with the Sendai Framework and adoption of measures which address the three dimensions of disaster risk;
  • A relationship builder with strong interpersonal skills and the ability to maintain positive working relationships with staff, volunteers, community partners, external agencies and the general public;
  • Organized with strong research and written communication skills;
  • Able to work independently and meet deadlines;
  • An advanced user of Microsoft Office Suite with strong skills in Adobe Acrobat, Explorer, and SharePoint;
  • Able to attend evening and weekend meetings as required (scheduled in advance).
  • Emergency Operations Centre and/or Incident Command System training and experience is preferred.
