Branch:Office of the Deputy Chief Administrative OfficerPosition Type:Management ExemptNumber of Positions:1Employment Type:Regular Full-TimeCompetition Type:Internal/External PostingDate posted:July 26, 2022Closing date:August 11, 2022 - 3:00pmWe are accepting applications for a permanent full-time Health and Safety Advisor to join our Human Resources team. The Health and Safety Advisor is responsible for the development and implementation of health and safety programs for the Comox Valley Regional District (CVRD).We are looking for a collaborative and results-oriented individual with a passion for workplace health and safety and supporting ill or injured employees to stay at or return to work to join our team. Working collaboratively with management, employees, union representatives, and external stakeholders, the Health and Safety Advisor resolves health and safety issues, ensures compliance with applicable legislation and regulations, promotes a positive, healthy and safe workplace, and ensures a coordinated, proactive approach to disability management and return to work programs.Reporting to the Senior Manager of Human Resources, the primary responsibilities of this role are:

  • Promoting a safety culture through communications, identified training, provision of support to staff and management and promotion of best practices;
  • Developing and implementing innovative occupational health and safety programs and policies including strategic prevention initiatives;
  • Researching and developing recommendations for corporate-wide short and long-term occupational health and safety programs, policies and procedures to ensure safety of the workforce and compliance with relevant legislation;
  • Implementing health and safety policies, standards, procedures, specifications, manuals and handbooks as required for the enhancement of the CVRD Occupational Health and Safety Program;
  • Acting as the CVRD case manager and administrator for all WorkSafe BC claims, including: reviewing claims and analyzing incidents to determine if there are preventative measures to implement, and working in collaboration with human resources staff to advise departments on return-to-work and accommodation matters where appropriate;
  • In collaboration with other members of the Human Resources team, develops, implements and delivers disability management programs which support a holistic and collaborative approach.
  • Providing advice, guidance and support to managers and employees with interpretations and applications of the WorkSafe Act and regulations, Bill C-45 and other applicable legislation;
  • Conducting emergency response and investigation of all safety-related incidents and accidents;
  • In partnership with managers, coordinating training on health and safety issues and programs including sourcing external training providers, scheduling and periodically delivering training to support a strong and inclusive safety culture;
Our ideal candidate is:
  • A safety professional who leads by example;
  • Comfortable providing mentorship and coaching at all levels of the organization regarding safety practices and prevention;
  • Experienced in designing and implementing safety programs and disability management, preferably within a local government environment, with a minimum of five years’ related experience;
  • Educated at the post-secondary level with an undergraduate degree or diploma from a recognized educational institution related to Occupational Health and Safety or other relevant program along with certification as a Canadian Registered Safety Professional or Certified Health and Safety Consultant;
  • A strong communicator with well-developed presentation, facilitation and written communication skills;
  • A relationship builder with strong interpersonal, negotiation and conflict resolution skills;
  • Organized with a creative approach to problem solving;
  • Current in best practices, standards and legislative changes related to health, safety and disability management;
  • Knowledgeable in Certificate of Recognition business standards and human resource management practices;
  • Well-versed in the interpretation and application of WorkSafe BC Occupational Health and Safety Regulations, Workers’ Compensation Act, BC Human Rights Legislation, and applicable Labour Law Accommodation decisions;
  • Able to exercise discretion, tact, diplomacy, and good judgment with the utmost care and control of sensitive and confidential information;
  • Able to calmly and effectively respond to emergency situations when required;
  • Able to travel regularly between work sites and locations with a valid BC Class 5 Driver’s License;
  • An advanced user of Microsoft Word, Excel, Outlook, and SharePoint.
Occupational First Aid Level 2 or equivalent is preferred.
