This includes developing, maintaining, supporting, and optimizing key functional areas, particularly network infrastructure, server, storage and data centre infrastructure, classroom, LMS and AV infrastructure, telecommunications systems and the overall IT security strategy. The Manager will also schedule and direct activities to resolve problems and respond to alerts and security incidents in a timely and accurate fashion.The Manager leads a team of Network Systems Analysts and Educational Technmology Analysts and is responsible for implementing and maintaining a collaborative teamwork approach with a customer service focus in the support of the College community.The Manager provides leadership in integrating these services in terms of both function and information in order to maximize the effectiveness of the institution’s technology investments. The Manager plans, directs, delivers, and evaluates cost-effective solutions that meet client needs. The Manager represents the IT department on College-wide committees to ensure that information system implications are considered and the related contributions to achieving College plans are maximized. The Manager works in close partnership and cooperation with the IT management team (CIO, IT Application Services Manager and the IT Service Delivery Manager). This partnership includes effective priority setting and balancing of resources to meet overall college objectives.Position Competencies

Duties & Responsibilities1.0 INFORMATION TECHNOLOGY LEADERSHIP1.1 Design and implement strategic and tactical plans to ensure infrastructure capacity meets existing and future requirements.1.2 Develop, implement, and maintain policies, procedures, and associated training plans for infrastructure administration and project management.1.3 Develop and maintain the security architecture design and the College’s IT security strategy1.4 Participate in the development of IT strategies in collaboration with the IT management team.1.5 Conduct needs assessment and make funding proposals and recommendations on products, services, protocols, and standards in support of all infrastructure procurement efforts.1.6 In coordination with IT management team, establish and maintain IT related service levels college wide.1.7 Conduct research and planning for upgrade projects, improvements, and other conversions.2.0 OPERATIONAL MANAGEMENT2.1 Manage and set priorities for the design, maintenance, development, implementation, monitoring and evaluation of all college-wide IT infrastructure systems, including LANs, WANs, wired and wireless networks, firewalls, servers and related server systems (e.g. Active Directory, Exchange etc.), storage, security, Cloud services etc.2.2 Responsible for IT infrastructure standards, related operational procedures and technical documentation.2.3 Oversee testing network performance and providing network performance statistics and reports; develop strategies for maintaining network infrastructure service levels.2.4 Oversee testing of server performance and providing server and storage performance statistics and reports; develop strategies for maintaining server and storage infrastructure service levels.2.5 Responsible for monitoring network, system performance and planning for system enhancements to ensure acceptable response times and service level targets are achieved.2.6 Develop and maintain the cyber security awareness training program, including phishing cyber security workshops and end user training in partnership with the Manager, IT Service Delivery.2.7 Develop, maintain and educate end users in the appropriate use of the College’s security documentation (policies, standards, baselines, guidelines and procedures).2.8 Leads and coordinates an appropriate level of response to cyber security events, alerts and incidents.2.9 Supervise the design and execution of ongoing vulnerability assessments, penetration tests and security audits.2.10 Ensure that after-hour emergencies are responded to promptly.2.11 Supervise IT infrastructure asset management, including maintenance of component inventory, related documentation and manage the retirement and disposal of systems as they are removed from service.2.12 Manage operational costs; conduct near- and long-term financial forecasts for expanded functionality/user base as well as hardware refresh.2.13 Lead large and small projects.3.0 MANAGEMENT OF HUMAN RESOURCES AND EMPLOYEE RELATIONS3.1 Responsible to the CIO, the Manager is accountable for the management of human resources within their department, including allocation of resources based on priorities. Demonstrates strong leadership for an effective team.3.2 The Manager is responsible for ensuring that all personnel selection, orientation, and evaluations are conducted in accordance with established college processes.3.3 The Manager is responsible for incorporating the principles of continuous learning in the department’s management of human resources. Using a mentorship approach, the Manager assists and motivates staff to learn and grow in their knowledge, experience and responsibilities.3.4 The Manager uses a teamwork approach to promote an organizational environment that encourages personal productivity, job satisfaction and the professional growth of employees within the department.3.5 The Manager implements the values of the College, promotes a learning and working environment where all individuals are treated with dignity and respect, promotes and encourages innovation and creativity and ensures that the College’s practices are conducted openly, honestly and in the public’s best interests.3.6 The Manager ensures that policies, procedures and provisions in the collective agreements are observed.3.7 The Manager, where delegated, participates in Labour Relations matters, attends Labour management meetings and participates in collective bargaining.3.8 The Manager responds to and supports the grievance process as outlined within collective agreements. Provides information and advice on the resolution of grievances by responding at subsequent steps in the grievance procedure.4.0 EXTERNAL LIAISON AND PARTNERSHPS4.1 Establish and maintain regular written and in-person communications with the College’s executives, decision-makers, stakeholders, department and program heads, schools and end users regarding pertinent infrastructure activities.4.2 Maintain external liaisons with colleagues at other post-secondary institutes, BCNet, College suppliers and consultants, members of relevant professional associations and members of the local community.4.3 The Manager represents the College on external committees locally, provincially, nationally, and internationally, participating in initiatives, projects and issues that affect information and educational technologies.4.4 The Manager will develop and maintain excellent external relationships with vendors, contractors, peers and providers.5.0 PLANNING AND BUDGETING5.1 The Manager is responsible for developing, managing and balancing the department’s annual capital, operating, project and revenue budgets including participating in annual budget review meetings.5.2 The Manager participates in the development of the strategic plan for Information Technology which in turn contributes and is affected by the College’s mandate and strategic planning processes. The Manager will collaborate other College stakeholders in the development and execution of their strategic initiatives.5.3 The Manager participates in the development of the annual budget for the College’s information technology plan.5.4 In consultation with the College community and in partnership with other Student & Educational Services & Planning administration, create and implement long and short-range service plans.5.5 The Manager negotiates, signs and maintains contracts with vendors, resellers and contractors as well as researches, creates, issues, evaluates and awards RFPs when appropriate and required. Where appropriate, the Manager will consult and collaborate with other members of the College community to determine appropriate products, services and licensing.Required Education & Experience
  • A minimum of a bachelor’s degree in Computer Science, Information Systems or related discipline is required.
  • A minimum of six years’ experience managing and delivering infrastructure design and operational leadership. This includes progressive experience in a leadership role including planning, budgeting, reporting and supervising staff in a unionized environment.
  • Equivalent combination of education and experience may be considered.
  • Preference is given to certification in Project Management and ITSM systems and frameworks (e.g. ITIL, COBIT etc.).
Required Knowledge Skills & Abilities
  • Excellent leadership skills, including team building, planning and working through change and conflict resolution.
  • Knowledge and applied experience working with current network, server and infrastructure systems, telephony and identity management whether on premise or cloud-based
  • Knowledge and experience relating to IT and cyber security practices, including OS and 3rd party software patching, firewalls, network configurations, phishing, and software hardening and deployment and imaging systems.
  • Experience with the Microsoft Enterprise suite of server and cloud technologies and servcies, VMware and Veeam
  • Ability to lead a team and motivate staff effectively within small and large scale projects.
  • Experience in developing Business Continuity Plans and Disaster Recovery Plans.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to successfully present ideas and concepts to a wide range of college stakeholders.
  • Strong client service orientation with an exceptional knowledge of infrastructure service delivery.
  • Knowledge of management principles and practices in a service environment.
  • Able to make decisions related to prioritization and execution of tasks in a high-pressure environment.
  • Experience in interpreting the applicability of local and federal laws/regulations to college operations.
  • Sound understanding of the Freedom of Information and Protection of Privacy Act (FIPPA) and promotes and supports the application of FIPPA within the college.
