Job PostingHalifax Regional Municipality is inviting applications for the permanent position of Community Planner in Strategic Planning & Design, Parks & Recreation and is committed to reflecting the community it serves and recognizing Diversity and Inclusion as one of the Municipality’s core values. Reporting to the Parkland Planning Coordinator, the division is seeking a Community Planner to join a multi-disciplinary team and provide advanced-level professional services related to parkland acquisitions and the development and implementation of open space policies, strategies, guidelines, plans, and procedures. The Municipality has a number of important community-building projects, including the establishment of nationally recognized regional parks.DUTIES AND RESPONSIBILITIES

  • Lead and perform advanced-level professional work and provide technical assistance and information to staff and the public related to a broad range of range of parkland and recreation services and facilities
  • Establish frameworks and methodologies for open space and recreation planning based on empirical evidence, best practices, and community consultation
  • Develop benchmarks and performance measurements
  • Coordinate land acquisitions with Real Estate officers
  • Interpret and produce demographic information and other statistics
  • Assess lands for their capabilities as parkland and for recreation facilities
  • Understand spatial information and work with Geographic Information System databases and staff in the preparation of mapping and the production of analysis
  • Research, analyze, and compile trends and statistical information relating to park and recreation development trends and best practices
  • Interpret and contribute to planning documents and guidelines, including the Regional Municipal Planning Strategy, municipal planning strategies, land use by-laws and development agreements, Community Facilities Master Plan 2, Halifax Green Network Plan, and new such documents as required
  • Act as a liaison between HRM departments, citizens, community groups, government departments and agencies, and elected officials as assigned
  • Prepare and present high-quality reports and recommendations to staff, committees, standing committees, community councils, and Regional Council
  • Collect and present information through clear reports that contain well-structured background information, discussion points, and meaningful graphics
  • Complete assignments on time and in accordance with the established scope of responsibilities
  • Implement project management approaches and practices, including the development of project charters
  • Provide regular reporting and value-add ideas to the Parkland Planning Coordinator
  • Direct and coordinate work within a team environment of peers and technical staff
  • Ensure optimal customer relations by maintaining open communications with clients
  • Other related duties as assigned
QUALIFICATIONSEducation and Experience:
  • University degree in urban and regional planning, geography, recreation, or related discipline
  • Membership or membership eligibility in a related professional association
  • Minimum three years experience in urban and regional planning, geography, recreation, or related field
  • Valid Nova Scotia driver’s license
Technical / Job Specific Knowledge and Abilities:
  • Knowledge of the philosophies, principles, and practices associated with community planning, environmental planning, and parks and recreation planning, including cross-functional knowledge of other disciplines
  • Knowledge of current planning trends, residential and community development patterns, environmental conditions, and recreation trends
  • Experience in park and facility development planning
  • Ability to work on several projects or issues simultaneously, to mentor teams and lead projects
  • Ability to manage projects effectively and meet firm deadlines
  • Advanced skills in the techniques of facilitation, mediation, negotiation, and public participation
  • Superior written and verbal communications skills and skills in the areas of research, analysis, writing, evaluation, and presentation
  • Experience in developing and interpreting demographic profiles, trends, and user data
  • Ability to lead stakeholder and public engagement through a variety of formats
  • Ability to anticipate the issues of community groups, Council, business units, senior management, special interest groups and other stakeholders and to think critically and strategically in the resolution of those issues
  • Excellent interpersonal skills which enable credible and effective relationships with people at all levels, including leaders and elected officials
  • Knowledge of standard office software and technology including MS Office Suite, internet applications, Adobe Creative Suite, GIS and related technologies
  • Knowledge of applicable legislation including the Municipal Government Act, the HRM Charter, the Subdivision By-law, various HRM Municipal Planning Strategies and Land Use By-laws, and municipal by-laws related to construction approvals, engineering specifications, and planning applications, including a clear understanding of interrelationships
  • Broad knowledge of the legislative framework under which community planning law operates and the ability to interpret and draft by-laws and contracts which affect the rights of landowners, neighborhoods, and communities
