Job PostingHalifax Regional Municipality is inviting applications for the permanent position of Manager, Environment with the Environment & Climate Change division of Property, Fleet & Environment. Applicants are encouraged to self-identify on their electronic application.The Manager, Environment is a senior professional and subject matter expert in environmental science and sustainability. We are seeking a driven and organized individual to lead a team of environmental professionals working in areas such as ecosystem health, watershed management, environmental risk and compliance, corporate sustainability, nature-based climate solutions, integrated pest management, invasive species and species at risk.KEY RESPONSIBILITIES

  • Coordinates and supervises work required to meet municipal targets, objectives and responsibilities related to environmental sustainability.
  • Works across the organization and with external partners and the public to implement environmental objectives throughout the municipality.
  • Responsible for the development and tracking of environmental data, metrics, and Key Performance Indicators.
  • Supports the Director of Environment & Climate Change in achieving environmental objectives and programs, progressing sustainability, and promoting public education and awareness, and multi-stakeholder management of our natural resources.
  • Responsible for the Water Quality Monitoring Program of lakes and rivers in HRM, ensuring the data collected is shared publicly, and that results are acted upon in efforts to continuously improve the health of watershed resources in HRM.
  • Supervises full time staff within the division, including recruitment and retention, staff training and development, attendance tracking, and performance feedback.
  • Effectively administers NSUPE collective agreements.
  • Provides leadership in the development and maintenance of a positive working environment and acceptable staff morale.
  • Develops staff through delegation, coaching, mentoring and training by arranging formal training, work assignments and other experiences.
  • Assists in the development of business plans and corresponding capital and operating budgets.
  • Assists in strategic planning, data management, monitoring and reporting.
  • Consultant and contract management.
  • Responsible for implementing and complying with HRM Corporate Occupational Health & Safety policies, Business Unit (BU) specific safety policies, the NS Occupational Health & Safety Act and the safety regulations applicable to the work activity.
  • Accountable and responsible for work safety environment of the unit.
  • Supervises and advises staff on actual and/or potential workplace hazards for the development, implementation and monitoring of safe work procedures and practices and that appropriate training is available as required.
QUALIFICATIONSEducation & Experience
  • Post-secondary degree in environmental science, environmental engineering or a suitable combination of training and experience in municipal (or equivalent) operations;
  • A minimum of 5 years’ experience in directly related environmental science and/or environmental engineering;
  • Experience leading a team
  • Proficient with computers with strong working knowledge of word processing, spread sheets, data bases, and environmental performance measuring and reporting;
  • Financial analysis skills are an asset
  • Policy analysis experience is an asset
  • An equivalent combination of education and experience may also be considered.
Technical/Job Specific Knowledge and Abilities
  • Knowledge of environmental sustainability and environmental performance measuring
  • Knowledge of provincial and federal environmental regulations and acts
  • Knowledge of municipal acts, by-laws, policies and procedures
  • Knowledge of CCME environmental quality guidelines
  • Knowledge of environmental quality sampling methods and equipment, data analysis and interpretation
  • Knowledge of environmental science and sustainability, best management practices for environmental protection
  • Knowledge of software and technology such as Microsoft Suite (Word, Excel, Outlook, Power Point), spreadsheets, etc.
