Job Description

Emergency Medical Care Inc. (EMC) is a wholly-owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and medical communications operations in Nova Scotia through a performance-based contract with the provincial governments Emergency Health Services (EHS) division and the Department of Health and Wellness. EMC also operates TeleHealth 811 Mental Health and Addictions for Nova Scotia and Prince Edward Island for the Department of Health.EMC delivers a high-quality pre-hospital care program and Telehealth service to Nova Scotians every day. We achieve this through more than 1,400 employees, including highly-trained paramedics, nurses, medical communication officers, and support staff.As an employee of EMC, we are accountable to our patients and coworkers by participating in and supporting all safety-related initiatives and acting in a manner that fosters a culture that focuses on patient safety and a healthy, safe and respectful workplace.Job Title: Manager of Applications and Data ManagementDepartment: EMC Data ManagementCompetition: 85053Internal/External: ExternalEmployment Type: Full Time, PermanentLocation: Dartmouth, NSSalary: Competitive Compensation and BenefitsReports To: Senior Manager, System PerformanceClosing Date: September 20, 2022POSITION RESPONSIBILITIESReporting to the Senior Manager, System Performance, the incumbent will lead the Data Management Team, who is the subject matter expert in several business applications and will ensure effective development configuration and testing of workflows, monitoring of applications interface performance, and ongoing support.The position entails but is not limited to the following:Leadership

  • Lead the EMC Data Management Team, which includes a team lead and approximately 8 members.
  • Lead and implement DMT planning and goal setting that is in line with organizational and divisional plans.
  • Partner with business areas and lead the DMT to define and implement an organizational Data Governance Strategy that is in line with the organization’s vision and strategic plan.
  • Work with the Senior Manager of System Performance for effective budget planning.
  • Lead proposals for projects and work requests by the DMT, following EMC’s Change Management Office and MHS ITS Project Management processes. Ensure approved projects are well planned and resourced to ensure successful implementation.
  • Represent the DMT in inter-divisional and inter-organizational committees and meetings.
  • Provide subject matter expertise and guidance to senior leaders in strategy and decision making when new systems or software applications are considered.
  • Lead through facilitation, negotiation and relationship-building.
  • Ensure effective planning, development, deployment and maintenance of various software applications and their integration by assigning and delegating functions to the DMT members.
  • Lead the DMT members to partner with application business owners as a SMEs, maximizing application utilization.
  • Key liaison with application vendors, government and MHS/EMC ITS, in collaboration with system business owners
  • Make autonomous decisions, working with key stakeholders, on issues related to assigned applications.
Application Management, Implementation and Configuration
  • Responsible for system development life cycle stages, including defining system requirements, system analysis and design, system security and sizing, data structures and concepts.
  • Configure applications to meet the business need by analyzing, designing, developing, testing, implementing, and providing ongoing support. These applications may include, but are not limited to, electronic patient care reporting, computer aided dispatch, and associated clinical applications, TeleHealth clinical and administrative systems, and human resource information and scheduling systems.
  • Understand application logic for data capture and flow, including application interfaces within the organizational infrastructure.
  • Administer user access and other application end-user security features, such as user role categories & permission levels.
  • Use standardized change management procedures to implement application changes, ensuring system enhancements align with business and/or clinical workflows.
  • Develop and implement application deployment best practices and guidelines.
  • Create and maintain all documentation for all assigned applications.
  • Communicate application changes to business stakeholders.
Data Integrity
  • Responsible to maintain and improve EMC’s critical data sources and data, in collaboration with the DMT and users of the data.
  • Inform and support the report building process by collaborating with Data Management Team members to identify and develop trending, analysis and report requirements and to measure outcomes important to the organization, government and other stakeholders.
  • Understand the application logic for data capture and flow, as well as integration and linkage across data systems and business processes.
  • Lead Data Management Team members to assess data integrity, validity and suitability, and to analyze data across multiple applications to resolve discrepancy errors.
  • Identify risks to applications and design and implement risk mitigation strategies.
Internal Support
  • Work cross-divisionally within the organization to support optimal use of applications.
  • Oversee troubleshooting and application support for business and clinical applications in collaboration with MHS/EMC ITS, and more advanced troubleshooting as necessary.
  • Lead vendor relations and activities, representing EMC and MHS, in collaboration with system business owners
  • Manage and assign tier 1 support for non-network related application support to the DMT and working with the appropriate business owners, responding to the needs of users and leaders.
  • Effectively communicate with non-technical users to resolve problems and errors in the application.
  • Where necessary, work with the application vendor on resolution, and with other departments to coordinate changes that cross department or team boundaries.
Training and Mentoring of Others
  • Ensure end-users, leaders, analysts and other key stakeholders are well informed and trained on how to use applications and systems.
  • Offer coaching for key users and facilitate “train the trainers”, as required.
  • Lead or provide input and guidance into developing application-specific policies and corporate work procedures/SOPs.
  • Clearly communicate best practice procedures to end users.
  • Effectively lead and mentor the DMT.
  • Cross-train Data Management Team members to ensure adequate application support redundancy.
QUALIFICATIONS AND REQUIREMENTS:Education & Experience
  • 7-10 years database/application support or management experience, preferably in clinical applications, required
  • University degree in information technology, data management or equivalent, such as Master’s in Health Informatics (or relevant and adequate combination of training and experience)
  • Training in Microsoft operating systems and PC-based computer applications is required
  • Experience leading others and/or a team is required
  • Experience in team resource management, project prioritization and strategic planning is required
  • Training, certification and/or significant experience in databases required
  • Proficient and extensive experience using business intelligence tools and database queries required
  • Training in network architecture is a strong asset
  • Training certification in business intelligence tools, such as Microsoft Power BI or equivalent is a strong asset
  • Experience working with networking technologies, such as TCP-IP, wireless, Bluetooth considered an asset
