Job Description

Job PostingHalifax Regional Municipality is inviting applications for the permanent, full time position of Manager, Survey Services in Project Planning & Transportation Asset Management , Transportation & Public Works. HRM encourages applicants to self-identify.As the senior survey authority for HRM, the Manager, Survey Services reports to the Director of Director Project Planning & Transportation Asset Management and is responsible for the organization, administration and management of all activities within HRM Survey Services. The Manager, Survey Services is responsible for the administering of various legal and engineering surveys for all HRM Business Units, for the management of all HRM survey related information, and for the provision of that information to various HRM Business Units, external agencies and the general public.DUTIES AND RESPONSIBILITIES

  • Manages legal and engineering survey projects for the organization. In doing so, receives survey requests meets and liaises with clients to determine requirements and scope of work, gives advice and recommendations on projects, provides time and costs estimates for various work assignments, assigns work to survey staff, monitors work and provides progress reports, provides project information, and maintains systems for the storage and retrieval of project information such as field notes, data files, survey plans and conveyancing documents.
  • Organizes field crews and project teams for daily work production; organizes and ensures team is complaint with safety and technical training as required; monitors and reviews staff performance; approves vacation, sick and other leaves of absence from work in accordance with collective agreement and applicable legislation; assists with posting, interviewing, selecting and hiring staff; carries out disciplinary action as required; assists in development of staffing policy with respect to job functions, collective agreements, job descriptions and staff relations.
  • Provides information, advice, expertise and technical support on all survey related matters including ownership and boundary confirmations of streets, parks, easements, rights of way and other HRM property to Councillors, various HRM Business Units, external agencies, private industry and the general public; approves all legal survey plans completed by the survey section, etc.
  • Provides input to and administers the Operating Budget of Survey Services. Prepares operating budgets, requisitions equipment and supplies required for ongoing survey production, monitors expenses and organizes maintenance of survey vehicles and equipment, approves overtime and expense claims, researches and makes recommendations for the selection and purchase of vehicles, special survey equipment and software for Project Planning and Design.
  • Designs and maintains various systems for the storage and retrieval of current and historical information including legal survey and subdivision plans, street line plans, official plans, street deeds, parkland and walkway documents, service and right of way easement documents, and makes this information accessible in central filing for all HRM departments.
  • Manages survey contracts in accordance with HRM’s procurement policy by defining and explaining the scope of projects, soliciting time and cost estimates, selecting and notifying bidders, monitoring project status, receiving and approving final products, and authorizing payment for completed contracts
QUALIFICATIONSEducation & Experience
  • Must be licensed as a Nova Scotia Land Surveyor.
  • Bachelor’s Degree in Surveying and/or Engineering from a recognized University or equivalent.
  • Minimum eight years of progressively responsible experience in a municipal surveying and engineering environment.
  • Valid class 5 Driver’s license (or able to obtain), with acceptable driver’s abstract.
Technical/Job Specific Knowledge and Abilities:
  • Expert knowledge of all aspects in the field of professional land surveying including information research, field data collection, data analysis and processing, statutes and regulations affecting property boundaries, legal survey plan and description preparation, and the ability to convey this information to the public.
  • Broad understanding of the principles and practices of municipal engineering particularly as they relate to the HRM Municipal Service Systems Design Guidelines, Standard Details and Automated Drafting Procedures.
  • Proficiency in standard HRM software applications including Microsoft Windows, Outlook, Excel, Word and Internet Explorer as well as a strong working knowledge of surveying software applications including AutoCAD, Civil 3D, HRM GIS, Property Online, and Leica Geo.
  • Proficiency in the understanding and usage of relevant survey equipment including but not limited to GPS units and total stations.
  • Demonstrated management, administrative and organizational abilities required for the supervision of professional and technical survey staff working in both outdoor and office environments.
  • Possess valid Class 5 Driver’s License and be prepared to use personal vehicle in accordance with HRM Local Travel Allowance Policies.
