Job PostingHalifax Regional Municipality is inviting applications for the permanent position of Manager, Transportation and Infrastructure Management in Public Works. As the subject matter expert, the role is also instrumental in the development of the multi-year transportation program and provides technical expertise as it relates to pavement/materials engineering to Business Units throughout the organizationFor the full job description, including duties and responsibilities, please email jobs@halifax.caKEY DUTIES AND RESPONSIBILITIES

  • Actively reviews and supports ways to improve on HRM’s Pavement Management processes and strategies. Enhances overall pavement management and operations through review of innovative techniques and methods, including green recycling methodologies.
  • Subject matter expert in the area of pavement management strategies and rehabilitation methodologies. Responsible for selecting pavement rehabilitation strategies for the annual Capital program which includes upwards of 100 streets/roads while considering a number of key factors, such as the condition of the surface/subsurface of the street, integration opportunities, classification of the street and type/volume of traffic, budget levels, etc
  • Provides technical expertise in the areas of pavement engineering/materials engineering to various HRM departments including Infrastructure Maintenance and Operations, Planning and Development Services, Transit, Facilities, Parks and Recreation, and Traffic Management
  • Develops and maintains a condition rating system to assess the condition of 3800 lane kms of existing streets and roads, and 2300 kms of existing curb and gutter, and the coordination of rating data for over 900 kms of existing sidewalk and 1500 walkways. This information is critical in the development of the annual capital program, as well as the municipal operations program
  • Prepares and coordinates the annual $60 million Project Planning and Asset Management Capital Budget for street rehabilitation, sidewalk renewal, new sidewalk, paving of gravel roads, bridges, retaining walls, guiderail, walkways, active transportation and regional trails
  • Leads the planning and coordination of the annual capital program with a larger number of internal and external stakeholders including Infrastructure Maintenance and Operations, Design and Construction, Transportation Management, Regional Transportation, Planning and Development Services, Transit, Facilities, Parks and Recreation, Halifax Water, Heritage Gas, etc
  • Subject matter expert in the area of asphalt concrete quality control and quality assurance. Responsible for reviewing annual hot mix asphalt, chip seal, micro-surfacing mix designs for conformance to the HRM standard specifications
  • Creates and develops GIS mapping layers and databases for the maintenance of information on pavement (4900 sections), sidewalk (5,000 sections), and curb (11,100 sections)
  • Prepares presentations using a number of software applications including GIS, Road Analytics Pavement Management System or equivalent, Corel Presentations and spread sheets
  • Communicates in a timely and professional manner to Council, senior management, committees, and the general public regarding the engineering aspects of pavement and other related asset management elements
QUALIFICATIONSEducation & Experience
  • Post-secondary degree in Civil and /or Municipal Engineering with extensive training in the pavement management, asphalt technologies, and Portland cement concrete fields as well as asset management concepts. A related post-graduate degree would be considered as asset in conjunction with the post-secondary degree.
  • Licensed Professional Engineer with Engineers Nova Scotia, or the ability to obtain membership.
  • 10 years extensive experience in Pavement Management theory and operations including a thorough working knowledge of pavement rehabilitation techniques and practices.
  • 10 years extensive municipal design/construction experience in the areas of asphalt and concrete road and sidewalk work.
  • 10 years of work-related experience including pavement engineering, geotechnical engineering, pavement management and construction;
  • Thorough working knowledge and understanding of GIS software and programming languages and its operations (MapInfo, MapBasic, ArcGIS, etc.).
  • Proficient with Pavement Management Software Systems, and the various software programs relating to Pavement Management.
  • Management and Supervisory experience considered an asset.
Technical/Job Specific Knowledge and Abilities
  • Extensive knowledge and specialization in the field of asphalt, concrete and infrastructure management through progressive experiences developed in conjunction with pragmatic and diverse practices and theoretical concepts.
  • Experience completing pavement designs and evaluations of flexible (asphalt concrete), rigid (Portland cement concrete), and gravel-surfaced pavements
  • Extensive knowledge of pavement construction methods, materials and specifications;
  • Experience in geotechnical related work as it relates to site investigations/testing techniques, road structures and on-site review of construction activities (asset);
  • Familiarity of pavement engineering practices in the Nova Scotia market
  • Thorough working knowledge of general municipal engineering construction practices and procedures.
