Job Description

Job PostingHalifax Regional Municipality is inviting applications for the permanent, full-time position of Parks Capital Coordinator in the Strategic Planning & Design division of Parks & Recreation. Applicants are encouraged to self-identify on their electronic application.Reporting to the Manager of Parks Capital Projects, the Parks Capital Coordinator will lead the development of Parks & Recreation outdoor recreation capital budget, develop, and implement policies, strategies, guidelines, and procedures related to the delivery of capital projects and manage studies, designs, and tenders for approved capital projects. This position requires an individual who can function effectively within a team, with multidisciplinary experience in parks and recreation service delivery.DUTIES AND RESPONSIBILITIES:

  • Prepare the outdoor recreation capital budget for Manager’s review; lead the strategic budget process with relevant internal and external integration stakeholders; organize and manage data/information; identify conflicts and integration opportunities; review project scheduling and develop processes to improve coordination between various stakeholders and competing capital requests.
  • Provide selection recommendations of specific project types/strategies; cost estimates and financial Business Plan requirements for the HRM Capital Budget. Consideration to include, but not limited to, the complexity of projects and the requirement for a multi-year approach (i.e., study/design/construction), scheduling, integration opportunities, budget process, familiarity with various funding opportunities, staff resources and constructability challenges;
  • Initiate, participate and coordinate staff on the development and implementation of policies, strategies, guidelines, and procedures;
  • Review existing systems, service levels, and processes of various work functions within Parks Capital to ensure effective and efficient service delivery;
  • Provide consistent, timely advice and assistance within the business unit, to other business units, and outside agencies;
  • Direct external consultants in the preparation of studies, designs, plans, specifications, and cost estimates;
  • Adhere to and provide guidance to staff on corporate policies (e.g.: Workplace Rights, Occupational Health and Safety, WHMIS, etc.) as they relate to the implementation of capital projects;
  • Prepare technical reports; staff reports to the CAO, Council and Committees; and provide guidance in the production of such documents by staff; and
  • Provide input and recommendations regarding training and professional development for staff.

  • Post-secondary education in Engineering, Landscape Architecture, Asset Management, Project Management, or a closely related field;
  • Minimum five (5) years of experience in project coordination/management/data collection/construction and capital budget delivery;
  • Experience preparing accurate cost estimates and developing and monitoring project budgets
  • Combinations of equivalent education and experience may be considered
Technical / Job Specific Knowledge and Abilities:
  • Knowledge related to budget preparation and management;
  • Knowledge of the philosophies, principles, and practices associated with capital planning, including cross-functional knowledge involving other disciplines;
  • Knowledge of occupational health, safety, and environmental regulations, recognized design and construction practices, and other applicable municipal, provincial, and federal legislation;
  • Advanced knowledge of current capital trends, environmental conditions, and recreation trends;
  • Experience in park design processes;
  • Experience in project budgeting, cash flow analysis and financial projections;
  • Experience in project estimating quantities of materials and unit costs;
  • Ability to implement a Continuous Quality Improvement program;
  • Ability to work on several projects or issues simultaneously;
  • Ability to manage projects effectively and meet firm deadlines;
  • Written and verbal communications skills;
  • Ability to anticipate the issues of community groups, council, other business units, senior management, special interest groups and other stakeholders and be able to think critically and strategically in the resolution of those issues;
  • Excellent interpersonal skills which enable credible and effective relationships with people at all levels, including senior management and elected officials;
  • Knowledge of standard office software and technology including Microsoft Office Suite, internet applications, GIS, and presentation software;
  • Knowledge of municipal, provincial, and federal legislation including the Municipal Government Act, the HRM Charter, and other relevant legislation and municipal by-laws related to construction approvals, engineering specifications, and planning applications, including a clear understanding of their interrelationships; and
  • Must possess a valid Nova Scotia Driver’s License and be prepared to use personal vehicle in accordance with HRM’s travel policy.
