Job Description

Job PostingHalifax Regional Municipality is inviting applications for the permanent, full time position of Policy Planning Coordinator in Strategic Planning & Design, Parks & Recreation. HRM encourages applicants to self-identify.Reporting to the Manager of Policy & Planning, the Policy Planning Coordinator is responsible for the development and implementation of policies, strategies, guidelines, plans, and procedures related to the public’s use of and access to parkland and recreation services and facilities. This position requires an individual to lead a team with multi-disciplinary experience in parks and recreation planning.DUTIES AND RESPONSIBILITIES:

  • Initiate, participate and lead staff on the development and implementation of policies, strategies, guidelines, and special projects
  • Motivate, empower, and coach a high-performing team in a positive work environment to provide quality service
  • Supervise and coordinate staff on a variety of planning projects including activities required to complete assignments on time and in accordance with the established scope of responsibilities
  • Write high quality staff reports to Council and Committees, and provide guidance in the production of such documents by staff
  • Provide consistent, timely advice and assistance within the business unit, to other business units, and outside agencies
  • Provide input and recommendations into training and professional development for staff
  • Adhere to and provide guidance to staff on corporate policies (e.g.: Workplace Rights, Occupational Health and Safety, WHMIS, etc.)
  • Participate in the recruitment process of employment candidates based upon human resource policies and competency principles
  • Approve and monitor staff attendance and requests for time off, in accordance with municipal policies and union agreements
  • Make recommendations with respect to discipline and discharge
  • Conduct and review performance appraisals of staff
  • Develop of job descriptions as required
  • Administer collective agreements
  • Mediate conflicts between staff and clients while maintaining a positive and constructive working relationship as required
  • May perform other related duties as assigned

  • University degree in urban and regional planning, geography, recreation, or a related discipline
  • Membership or membership eligibility in a related professional association
  • Minimum five years of experience in urban and regional planning, geography, or recreation
Technical / Job Specific Knowledge and Abilities:
  • Advanced knowledge of the philosophies, principles, and practices associated with community planning, environmental planning, and parks and recreation planning, including cross-functional knowledge involving other disciplines
  • Advanced knowledge of current planning trends, residential and community development patterns, environmental conditions, and recreation trends
  • Experience in park and facility development planning processes
  • Ability to work on several projects or issues simultaneously
  • Ability to lead and supervise teams and projects
  • Ability to manage projects effectively and meet firm deadlines
  • Advanced skills in the techniques of facilitation, mediation, negotiation, and public participation
  • Superior written and verbal communications skills
  • Superior skills in the areas of research, analysis, writing, evaluation, and presentation
  • Experience in developing and interpreting demographic profiles, trends, and user data
  • Ability to lead stakeholder and public engagement through a variety of formats
  • Ability to anticipate the issues of community groups, council, other business units, senior management, special interest groups and other stakeholders and be able to think critically and strategically in the resolution of those issues
  • Excellent interpersonal skills which enable credible and effective relationships with people at all levels, including senior management and elected officials
  • Knowledge of standard office software and technology including Microsoft Office Suite, internet applications, Adobe Creative Suite, GIS and other similar systems and technology, graphic document design, and presentation software
  • Advanced knowledge of municipal, provincial, and federal legislation including the Municipal Government Act, the HRM Charter, the Subdivision By-law, various HRM Municipal Planning Strategies and Land Use By-laws, and other relevant legislation and municipal by-laws related to construction approvals, engineering specifications, and planning applications, including a clear understanding of their interrelationships
  • A broad knowledge of the legislative framework under which community planning law operates and the ability to interpret and draft by-laws and contracts which affect the rights of landowners, neighborhoods, and communities
