Job PostingHalifax Regional Municipality is inviting applications for the permanent position for a Traffic Data Technician in Traffic Management. Applicants are encouraged to self-identify on their electronic applicationThis position reports to the Supervisor Road Safety & Transportation, with functional direction by the Traffic Data Analyst. The Traffic Data Technician provides support to Traffic Management as well as other HRM Business Units in their various activities pertaining to the regional roadway network through the collection, analysis, storage, retrieval and reporting of traffic related data. The Traffic Data Technician is responsible for carrying out and providing technical support for all types of traffic data collection activities including, but not limited to, traffic volume studies (daily volume and peak hour), speed studies, origin / destination studies, parking studies, signal warrants, stop sign warrants, left-turn investigations, etc. This position requires a team player with an eye for detail and analytical skills.DUTIES AND RESPONSIBILITIES:

  • Arranges and participates in traffic engineering surveys related to vehicle, pedestrian and cyclist volumes, travel patterns and speeds.
  • Carries out field installations of traffic data collection equipment.
  • Accesses data from permanent and temporary traffic count stations.
  • Processes and analyses data collected in the field and prepares it for input into the database.
  • Prepares summary reports related to traffic data.
  • Responds to requests from internal HRM staff, other levels of government, consultants, commercial business operators and residents related to traffic volume data.
  • Assists the Traffic Management group in evaluations of traffic engineering measures.
  • Assists the Traffic Data Analyst to schedule and prioritize the work to be carried out as part of the traffic data collection program.
  • Performs regular maintenance on traffic data collection equipment.
  • Maintains up to date inventories of all data collection equipment, hardware and supplies.
  • Provides regular reports to the Traffic Data Analyst related to equipment condition and hardware/supply inventories.
  • Performs other related duties as assigned.
QUALIFICATIONSEducation and Experience:
  • Completion of Grade 12. Post-secondary education in a related field would be considered an asset.
  • One to two years experience in a technical position related to traffic/transportation operations and/or traffic data collection and analysis would be considered an asset.
  • Must have and maintain a valid Nova Scotia Driver’s License, own and be willing to use a personal vehicle during work hours, for work purposes, with reimbursement in accordance with HRM Local Travel Policy.
Technical / Job Specific Knowledge and Abilities:
  • Thorough knowledge of the various studies used in the collection of traffic data.
  • Sound knowledge of the setup and operation of various types of traffic data collection equipment.
  • General knowledge of Traffic Engineering principles associated with traffic data collection, analysis, interpretation and presentation.
  • Ability to work with computers, with proficiency in word processing, spread sheets, and data bases.
  • Working knowledge of GIS applications.
  • Physical ability to lift, install, and maneuver equipment in varying environments.
  • Thorough knowledge of the geography of the Halifax Regional Municipality.
