Role: Intermediate Life Cycle Management SpecialistClient: Federal Government of Canada ClientContract duration: 240 days (possibility of extension)Start date: ASAPLocation: Enfield, NSLanguage: EnglishClearance: SecretResponsibilities could include but are not limited to: · Determine the appropriate quality system requirements for each procurement by researching, verifying, analyzing and assessing risk information in accordance with the DQA QMS Manual. The appropriate quality system requirement must be included in all draft and final Procurement Instruments, SOW and any resulting Public Works & Government Services Canada (PWGSC) contracts;· Explain, when required, the roles and responsibilities of the Life Cycle Quality Manager (LCQM) and the Quality Assurance Representative (QAR) in the DQA program to Engineering Program Manager (EPM) personnel in order to clarify these roles and responsibilities. Any deviation from the DQA program must be referred to the QATL;· Assign the applicable Quality Assurance Code (QAC) that reflects the quality system requirements for each item, equipment or system, in accordance with the DQA QMS;· Record all QACs and the rationale behind the assignment of the QAC in the Quality Assurance Information System in accordance with the DQA QMS Manual;· Record all QACs into the Defence Resource Management Information System (DRMIS) and Records Documents and Information Management System (RDIMS) databases;· Develop a guidance document for each procurement based on the identification of risk in accordance with the DQA QMS. The guidance document is used by the Quality Assurance Representative to identify risk areas requiring surveillance;· Prepare the Request for Government Quality Assurance (RGQA) Sub-contracts placed by Canadian defence Contractors with Subcontractors both within and outside Canada (NATO/Non- NATO) contracts for which GQA at source is required. The RGQA will be used by the Foreign National Quality Assurance Authority to carry out surveillance on behalf of the Canadian Government and DND;· Review, assess and evaluate RGQA services from foreign government NQAA’s for contracts placed with Canadian Contractors for clarity of the request, consistency between service demands and level of risks. Negotiate changes in the level of QA surveillance where there is initial disagreement and recommend acceptance or refusal of the RGQA to the LCQM or the QATL in accordance with the DQA QMS Manual; and· Review and update material/equipment specifications.Skills/Experience Required: · A minimum of five (5) years of work experience within the last ten (10) years of resource management in the transportation field as a Life Cycle Management Specialist;· A minimum of two (2) years of work experience within the last eight (8) years conducting Quality Assurance activities applying the principles of the ISO 9000 family of Quality Assurance standards;· A minimum of 2 years of a technical program (e.g., Aerospace, Electrical, Electronic, Industrial, Manufacturing, Marine, Mechanical, Metallurgical, or Transportation) offered by a provincially recognized post- secondary technical institution (or international equivalency).Job Type: Full-timeFlexible Language Requirement:
