Job Description

ProjectThe Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.Woodfibre Management Limited is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.PositionThe Cost Specialist will report to our Project Cost Manager. The Cost Specialist will be responsible for managing certain cost control and reporting activities for the project from FID through the capital phase of the Project.This position will take day to day guidance from our Cost Specialist, based in Vancouver, in the performance of their responsibilities. This is a full-time position.Key Responsibilities:The Cost Specialist responsibilities include, but are not limited to, the following:

  • Assist in the development and maintenance of the Project annual budget; ensure gathering of all necessary inputs to budget development, proper recording and forecasting of actual costs, commitments, trends, forecasting and contingency utilization.
  • Participate in the administration of the annual Project budget; draw down on budget for approved recommendation for approvals (RFAs), as contracts and sub-contracts are put in place.
  • Perform assignment of the Project’s recommendation for approval (RFA) budget allocations; ensure RFA’s have the appropriate budget designation and values.
  • Liaise as necessary with the Site Project Controls Specialist to coordinate RFA approvals, budget drawdowns, invoice processing, and cost forecasting and reporting of site activities.
  • Monitor, review, analyze and control project expenditures and change orders to ensure work is completed to scope and within allocated budgets.
  • Perform invoice approval activities including contract compliance, verification of work, coding, expenditure tracking versus commitments, routing for approval, and liaising with Woodfibre LNG Finance to ensure payments are made on a timely basis.
  • Provide accurate weekly and monthly excel and system-based (Prism G2) reporting as per Project Controls reporting calendar.
  • Identify and document root causes and lessons learned of any reporting discrepancies.
  • Adherence and compliance with Company processes and procedures, participate in interim Project reviews.
  • Maintain daily working relationship with Vancouver-based Woodfibre LNG Finance personnel and Houstonamp; Squamish based Project Management team.
  • Provide daily assistance to our Cost Specialist in the performance of cost control and reporting activities as directed by the Project Cost Manager.
RequirementsRequired Experience:
  • Bachelor’s degree or equivalent experience.
  • 5+ years of project experience in major capital projects or financial institutions; LNG Project experience an advantage.
  • Knowledge and experience in cost engineering and controls with budgeting, cost forecasting, invoice processing, riskamp; trend analysis, change management.
  • Working experience in a major project environment, preferably on the Client/operator side.
  • Expert-level proficiency in MS Excel, particularly budget development and formula utilization.
  • Intermediate-level proficiency in MS Office Suite (Word, Outlook, PowerPoint, Visio) and other specialized cost systems, preferably Prism G2 (Contruent).
  • Team player with experience working with various disciplines/specialties in achieving common goals.
  • Strong written and oral communication skills.
  • Ability to build and maintain relationships quickly in multi-disciplinary, multi-cultural, and multi-company environments.
In carrying out the role, the Cost Specialist will:
  • Work in our Vancouver office and travel to our site in Squamish, BC as necessary to manage their areas of responsibilities.
  • Travel to Houston, Texas Project offices and globally to support Project execution, as required, for meetings, systems development, workshops, and audits.
