Job Description

ProjectThe Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.PositionThe Head of Procurement and Supply Chain is an integral part of Woodfibre LNG’s dynamic team. You will be responsible to execute all procurement and contracting management support for the Business Units and the LNG operations team. This includes strategic sourcing, pre-qualification of local suppliers and subcontractors, preparation of tender packages and evaluation reports, managing shipping logistics, warehousing, management of changes, claims etc. This position is based in Vancouver, with some travel to the Squamish site and Houston project office, as required. The successful candidate reports directly to the Plant Manager and will play a key role in the implementation of the 2024 – 2025 SAP implementation project. The role will play an essential part in supporting the company from the construction phase into the start-up and operations phases of the project.Key Responsibilities:The successful applicant will:

  • Be a key member of the WLNG Operations team, supporting Vancouver office/BU and LNG Operations requirements.
  • Steward the end to end Contracting and Procurement processes for the Business Units of Woodfibre LNG, encompassing sourcing, purchasing, shipping, and warehousing activities.
  • Procure goods and services for the Business Units in line with budget and business plan.
  • Prepare invitations to tender, organize clarification and award meetings, manage all documentation associated with those.
  • Formulate and finalize support services and consultancy contracts in consultation with WLNG Legal staff in compliance with the company’s regulations.
  • Monitor and ensure compliance with all Squamish Nation bidding requirements and fully support the application of the Impact Benefit Agreements.
  • Manage contract administration and monitoring to ensure contractors fulfill contractual obligations.
  • Manage strategic sourcing and supplier qualification, optimizing sourcing strategies and maintaining relationships with suppliers involved in shipping and warehousing.
  • Prepare regular reports on the status of contracts, shipments, and warehousing activities, providing insights into procurement and logistics operations.
  • Coordinate with Finance staff to ensure adequate invoicing by and payment to contractors.
  • Resolve contract payment and compliance disputes where needed.
  • Implement and interpret the company’s policies and procedures correctly; develop, recommend and coordinate the implementation of new procedures for Contracting and Procurement.
  • Maintain a computer database on contracts.
  • Support the implementation the of company’s procurement processes in SAP (2024) and support the roll-out of SAP-Procurement in the company (2025)
  • Provide backup support to Houston-based PMT Procurement organization as needed.
  • Explore and implement commercial strategies leveraging Master Service Agreements over multi-year terms to optimize procurement processes and enhance cost-effectiveness.
RequirementsRequired Experience:
  • Bachelor’s Degree in Business or a related field from an accredited university.
  • 10 + years experience in contracts management and procurement, preferably in oilamp; gas.
  • Highly experienced with contract laws and able to draft, amend or revise contract clauses confidently and appropriately.
  • Proficiency in materials management and warehousing to ensure efficient handling, storage, and distribution of goods in alignment with operational requirements.
  • Sound experience in strategic sourcing and supply chain optimization.
  • Ability to prepare clear and concise tenders and tender evaluation reports.
  • Deep experience in SAP or other ERP systems.
  • Experienced in implementing contracting and procurement processes down to the end user level.
  • Ability to work with business unit, operations and other end users to ensure the scope of work is accurate and complete.
  • Excellent negotiation techniques.
  • Solid experience in Procurement for medium to large organizations.

  • Experience in working with large multi-disciplinary teams, contractors in a multicultural environmental is an asset.
