Our team of nearly 45,000 staff, medical staff and volunteers is dedicated to serving our patients, families and communities to deliver on our vision: better health, best in health care.The Senior Director of Consulting and Analytics is seeking a results-driven leader for a new Director of Analytics role within the Centre for Advanced Analytics, Data Science and Innovation (CAADSI) portfolio at FH. The Director will be leading analytics optimization in acute, community and data enterprise modelling. This unique opportunity supports a growing team in an evolving environment with changing systems and allows for key partnerships with the Ministry of Health, BC Health Authorities and business partners.Our ideal candidate is a clear, caring and courageous leader that brings a strong business acumen, a strategic methodology, healthcare project implementation experience and technical analytics skills. They will manage a team of senior data analysts in driving innovation while demonstrating best practices to ensure a compliant organization. This leader will be an advocate for continuous improvement and an agile frontrunner capable of managing both transactional deliverables and team development.The Director is accountable for:
  • Leading the integration and management of administrative, clinical and corporate information across FH in accordance with external and internal requirements supported by performance metrics;
  • Directing the definition and implementation of standardized reporting and data capture practices with identification of various sources, the most appropriate and efficient means of collecting data, consistent processes for analysis, summarization and presentation for optimum value to different users across FH;
  • Providing effective project management, modeling, analytical and process improvement support to clinical and operational staff to improve the flow of patients across the care continuum, quality of care, and overall system performance;
  • Managing a team of professional CAADSI staff to facilitate an agile lifecycle of production, dissemination and application of customized and scalable performance reports;
  • Executing best practices and standards around modern analytics and reporting techniques, in alignment with strategic direction from Senior Leadership and generation of insights and recommendations to drive systematic change;
  • Collaborating with other CAADSI leaders to create and adopt frameworks while ensuring capability for monitoring and reporting the impact of improvements in system performance, and the impact on population health and outcomes; and
  • Advancing the development and application of new analytical tools, techniques and models to address operational and system challenges in support of performance improvement.
The successful candidate will have:
  • Post-secondary education in Computer Science, Statistics, Health Services Administration or Business Administration.
  • Progressive complex leadership roles with strategy and service planning responsibilities.
  • Expertise in managing projects and initiatives, applying quantitative and qualitative approaches, and utilizing technical analytical tools for planning activities and performance improvement opportunities.
  • Proficiency in interacting with clinical, operational and leadership partners.
  • Hands-on analytical experience within the healthcare sector is ideal.
  • Expertise in operations research, quantitative modeling and lean improvement techniques are an asset.

Detailed Overview Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:Reporting to the Senior Director of Data Science and Analytics, the Director, Analytics implements the strategies developed and outlined by Senior Leadership for enterprise analytics management and reporting of administrative / operational, clinical and corporate data, in support of the attainment of the strategic objectives and performance plans of the organization. Surfaces strategic and innovative opportunities to Senior Leadership and implements solutions that deliver high quality, meaningful information and business intelligence, and optimize the use of health care resources employed to deliver services across the care continuum and improve population health and outcomes. Provides comprehensive support and ensures alignment for directional and service planning and forecasting across FHA transformation initiatives, programs, networks, continuums and entities. Directs project management and technical activities, including identifying client problems and solving technical issues, assessing appropriate KPIs, automating and optimizing reporting workflows, trend analysis, program evaluation, and data lake modelling, for system-wide and entity-based performance improvement initiatives to enable best practice implementation and improved resource utilization. Establishes and coordinates project teams and provides leadership, guidance and support to staff to achieve goals and deliverables associated with analytical reporting and systems performance improvement. Positions group to provide information and improvement expertise to the organization drawing on data and resources across the Centre for Advanced Analytics, Data Science, and Innovation portfolio. Key partnerships are with other members of the Centre for Advanced Analytics, Data Science, and Innovation Leadership Team, transformation/ network/ continuum/ program leaders, corporate services (including financial planning, facilities planning, employee engagement, population health, etc.) - as well as Ministry of Health and other health authorities. Partakes in internal and external committees and task groups as delegated from Director. Partners with data representatives regarding matters such as ongoing information system / database implementation and upgrades, new technologies, and changes to standards or legislative requirements. Responsibilities
  1.   2. Directs the definition and implementation of standardized reporting and data capture practices, and identification of various sources for the data required, the most appropriate and efficient means of collecting it, consistent processes for its analysis, summarization and presentation so it is of optimum value to different users across FHA.
  3. Ensure provision of effective project management, modeling/analytical and process improvement support to clinical and operational staff to help improve the flow of patients across the care continuum, the quality of care, and overall system performance.
  4. Provides leadership and direction to a team of professional Centre for Advanced Analytics, Data Science, and Innovation staff to facilitate an agile lifecycle of production, dissemination and application of customized and scaleable performance reports, optimizing accuracy, timeliness and automation opportunities as well as alignment with other performance reporting processes.
  5. Executes best practices and standards around modern analytics and reporting techniques, in alignment with strategic direction from Senior Leadership, including AI-driven innovations (e.g. conversational AI in self-serve analytics and data democratization, data science-based methodologies for automation), and generation of insights and recommendations to drive systematic change.
  6. Collaborate with other Centre for Advanced Analytics, Data Science, and Innovation leaders to create/adopt frameworks and ensure capability for monitoring and reporting the impact of improvements in system performance, and the impact on population health and outcomes.
  7. Advance the development and application of new analytical tools/techniques/models to address operational and system challenges in support of performance improvement, including system efficiency and population health and outcomes.
  8. Integrates analytics across the organization from both a quality and decision support perspective to provide the organization and board with analyses that are holistic, operationally feasible and aligned with the strategic direction of the organization.
  9. Identify and pursue new/expanded opportunities for performance improvement through systematic monitoring of internal/external sources and regular interaction with key partners.
  10. Responsible for the data analytics team to ensure all data and reporting infrastructure is monitored, maintained and optimized. This includes collaborating with corporate and clinical teams on front end data capture, having a standardized and alignment approach on data extraction, partnership with data engineers on data lake modelling to streamline downstream reporting and visualization, metrics definition, UI/UX incorporation, automation and impact evaluation.
  11. Represent the organization’s interests on various provincial and lower mainland committees and working groups.
  12. Manages and provides a safe and healthy workplace for patients/clients and staff and ensures that health and safety requirements for operational area are met. Reports unsafe situations; investigates and takes corrective action and/or notifies appropriate personnel.
Qualifications Master’s Degree in Computer Science, Statistics, Health Services Administration, or Business Administration supported by ten (10) to twelve (12) years’ recent, related experience in progressively more complex management/leadership roles with responsibilities for strategic and service level planning, managing large scale projects and initiatives, applying a variety of quantitative and qualitative approaches and technical analytical tools (including forecasting and modeling) to a range of planning activities and performance improvement opportunities, and effective interaction with wide range of clinical, operational and leadership partners. Expertise in Operations Research, quantitative modeling and lean improvement techniques are an asset.
