Under the direction of the Manager, People Planning & Acquisition , this position is responsible for supporting human resource practices in a public sector environment as a generalist, with specific emphasis on recruitment. This position provides guidance and insight on Human Resource practices and participates in various initiatives which support the Human Resource Management strategic plan.Essential Duties

  • Recommend, develop, and implement progressive recruitment policies and procedures that meet the objectives of the organization
  • Provide a broad spectrum of recruitment services as it pertains to managing and executing the full life cycle recruitment process including: job advertisements, applicant screening, assessment of candidates, candidate selection and offer management along with layoff and recall processes
  • Considering appropriate candidate sourcing options, determine the most effective method or source to yield qualified applicants for vacancies. Provide guidance, advice and interpretation in regard to Collective Agreement(s), the Employment Standards Act, Ontario’s Human Rights Code, organizational policies and procedures
  • Respond to a variety of inquires both in writing and verbally for the purpose of resolving issues and/or providing information
  • Build and maintain close and productive relationships with managers, staff, union officials and peers
  • Build and maintain a network of other similar professionals to exchange information on policies, procedures and other related information
  • Track and analyze statistical data related to recruitment activities
  • Participate in team initiatives and independent projects including website content, various information surveys, process improvement, job description development, recommending change as appropriate
  • Participate in workplace accommodations, adhering to Human Rights legislation
  • Participate in various labour relations meetings between staff, management and the union
  • Implement the requirements of new or changed legislation as they relate to Human Resources practices, and provide information and training to Human Resources staff
  • Develop and deliver applicable training programs or presentations to staff, participate in the development and delivery of employee orientation as required
  • Perform other related duties as assigned
Skills and Education Required
  • Post-secondary degree in Human Resources or a related field
  • Minimum 3 years of related progressive experience, preferably in a municipal environment
  • Experience in recruitment and labour relations, in a multi-union environment is essential
  • Certified Human Resources Professional (CHRP) designation or willingness to obtain/maintain
  • Exposure to various recruitment technology tools including applicant tracking systems, internet sourcing platforms, social media channels, etc.
  • Proficiency in determining recruitment specific appropriate behavioral interviewing methodologies, competency-based techniques, and/or other selection and assessment tools to achieve objectives
  • Practical knowledge of the Employment Standards Act, Accessibility for Ontarian’s with Disabilities Act, Pay Equity Act, Occupational Health & Safety Act and Ontario’s Human Rights Code, are required
  • Demonstrated time-management skills with the ability to prioritize workload and meet deadlines, effectively, with minimal supervision; ability to deal with multiple demands
  • Effective oral communication and strong interpersonal skills, including public speaking, for successful interactions with all levels of staff and applicants
  • Excellent written communication skills; demonstrated attention to detail and accuracy; Demonstrated customer-service skills at a level to develop and to maintain cooperative/collaborative working relationships both within and outside the organization
  • Demonstrate professional and ethical responsibility to protect privacy, use confidential information appropriately, treat sensitive situations with appropriate degree of tact and discretion
  • Ability to demonstrate initiative consistently with commitment to quality improvement, sharing process improvement initiatives with management
  • Demonstrate a high level of ethical responsibility and consistent application of processes in recognition of public sector government accountability
  • Demonstrated proficiency in Microsoft Office, the internet and any other related software
  • Upon a conditional offer of employment, a Criminal Record Check will be required
