Recognized as a prime tourist area for its year-round leisure opportunities, Kawartha Lakes is rich in culture and heritage, a strong agricultural community, and abundant in all the amenities being sought by residents and visitors alike.The Library division is seeking a permanent full time Manager, Public Services and Programming to join our dynamic team. Under the direction of the CEO/Library Director, this position provides leadership to library public services staff through recruitment, ongoing staff development and performance management; offering oversight to the advancement and implementation of library programs and assessment of services, fostering a continuous improvement and change management mindset.Essential Duties

  • Manage the administration of public service in accordance with legislation, provincial agreements, City and Library policies and procedures
  • Lead, manage and motivate staff in the provision of library services, encourage and support exceptional customer service
  • Develop and communicate performance outcomes to staff, provide constructive feedback and adequate resources to support achievement
  • Train staff on organizational policies, directives and procedures; ensure compliance
  • Analyze staff performance in support of performance objectives and organizational succession plans; address concerns through organizationally supported methods
  • Evaluate all aspects of branch operations for improved function, efficiency and services; recommend improvements to the CEO
  • Collaborate in the development of the annual budget, manage associated budgets related to public service
  • Promote effective customer service strategies to internal and external clients; liaise with local Library Friends as Library representative
  • Encourage community and provincial partnerships to realize the library’s vision for programming and service excellence
  • Write reports, surveys and presentations to the CEO, Library Board, ministry and community groups to promote and foster innovative library services
  • Evaluate and pursue new funding sources including grant opportunities
  • Collaborate in the development of annual and long-term strategic goals and objectives for public service; analyze trends using metrics and outcome measures for the purpose of short, medium and long-range planning
  • Oversee the management of activities related to the sourcing, procurement and disposition of the library collection including necessary materials, services and supplies required to meet operational demand; ensure compliance with City procurement policy and industry standards
  • Administer the terms of the applicable Collective Agreements, in collaboration with Human Resources
  • Perform other related duties as assigned
Qualifications
  • Post-secondary diploma in Library Technician or related field
  • Minimum 5 years of related progressive experience, preferably in a municipal environment
  • Supervisory experience in a unionized environment
  • In depth understanding of public libraries and an awareness of contemporary public library services, programming and community engagement
  • Ability to represent the Library effectively within a wide range of community partnerships
  • Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality
  • at all times, complying with all applicable privacy legislation and local policies and procedures
  • Effective oral communication and strong interpersonal skills to deal with members of the public, staff, Board members, Council and government representatives
  • Demonstrated customer service skills at a level to develop and maintain cooperative/ collaborative working relationships both within and outside the organization
  • Excellent written communication skills; attention to detail and accuracy
  • Demonstrated leadership skills at a level to ensure successful program and employee performance outcomes and performance management
  • Demonstrated ability to contribute to and build upon a positive and healthy work environment
  • Ability to demonstrate initiative consistently with commitment to continuous improvement, sharing process improvement initiatives with management
  • Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
  • Demonstrated proficiency in Microsoft Office, the internet and any other related software
