Position Summary Interior Health is looking for an experienced Manager, Digital Patient Solutions to join our team on a full time term specific basis out of our Kelowna location. This position is until June 28th 2024.About the job:In accordance with the established vision and values of the organization, the Manager, Digital Patient Solutions is responsible for leading and directing the Digital Patient Solutions portfolio in Digital Health (DH). The team is responsible for identifying, planning, implementing and supporting applications and electronic processes that enable patients to access their electronic medical record information (Patient Portal); to access Interior Health services through digital methods; and to receive the applicable support they need when interacting with all respective tools. In consultation with stakeholders, the incumbent will develop long and short range plans, strategies, priorities and initiatives to support the achievement of the mission, goals and objectives of Interior Health (IH). As part of the Digital Health Management and Leadership Team, the Manager provides management, direction, and leadership in the respective areas for utilization, quality improvement, system enhancement, project management, change management, and operation. The Manager provides advice and recommendations to the Digital Health Leadership Team and other leadership groups in IH concerning the application of technology to meet patient, clinical, and operational requirements, and models the DH culture of connectedness, transparency, purposeful innovation and continuous learning.Typical duties and responsibilities:• Develops strategic and tactical plans, goals, and objectives, as they relate to digital patient experience and patient portals, which support the mission and goals for IH. Ensures information systems and data services align with patient, organization, and program area goals and objectives.• Develops operating and capital budgets for the support and implementation of digital patient solutions, and related applications.• Directs and manages the activities of the Digital Patient Solutions portfolio. Guides and mentors team members.• Selects, directs, organizes, evaluates and when necessary, disciplines direct reports up to and including termination; develops and implements appropriate staff development and retention plans.• Interprets and administers collective agreements covering all bargaining unit employees, investigates and responds to routine and confidential employee issues and participates in grievance investigation and response, and attends third party hearings with a representative of the employer.• Works with IH leadership teams to define operational and strategic Information system needs, develop project proposals, develop organizational priorities and resolve complex and/or sensitive issues related to digital patient systems.• Promotes and leads new digital patient related software systems and technology investigation, evaluation, selection, approval, acquisition, planning, education, support, and transition.• Develops and fosters relationships with internal and external stakeholders (e.g. IH Leadership groups, other Health Authorities, provincial stakeholders) in respect to the applications that support digital patient experience.• Fosters relationships with patient partner organizations to ensure patient perspectives and feedback are continuously being collected and incorporated into decisions relating to patient experience applications.• Works with software vendors, and other external service providers, to negotiate contract terms and pricing, and resolve complex and/or tentative service issues.• Contribute to the financial objectives of IH by identifying cost saving measures, generating revenue and operating within approved budgets.• In conjunction with related business departments such as Health Records, Registration, and Patient Scheduling develops policies, standards, and procedures including quality assurance and improvement activities relating to digital patient applications and supporting processes.• Develops, implements, and monitors standards for service and performance; evaluates and effects changes as needed to improve services, optimize patient experience, and simplify work flow.• Participates in the Manager on-call rotation for Clinical Informatics Systems.• Performs other related duties as required. Qualifications Education, Training, and Experience• A Bachelor’s degree in Computer Science, Health Information Systems, or a related discipline or an equivalent combination of experience and post-secondary education.• A minimum of seven years of combined healthcare information systems and managerial experience in a complex business environment including responsibility for strategic planning, development, project management and business systems analysis.• Or an equivalent combination of education, training and experience.Skills and Abilities• Detailed understanding of the functions, processes, and integration of information systems in the healthcare sector.• Demonstrated ability to manage staff and work collaboratively in a team environment.• Demonstrated ability to communicate effectively both verbally and in writing with all levels of staff and management.• Demonstrated ability to manage vendor relationships.• Demonstrated ability to plan, lead, direct, and control projects and project teams.• Demonstrated ability to problem-solve and develop solutions as required. • Demonstrated competency in resource and fiscal management.• Demonstrated ability to function effectively in a highly dynamic, fast-paced, continually-changing environment.• Physical ability to perform the duties of the position. Comments Salary range for the position is approximately $102,938 to $147,974 and starting salary will be based on education, training and experience.
