As a member of the Payroll Team, this position provides supervision and direction for the daily payroll operations and processing. This position is responsible for policy development, Year-end reconciliations and T4 processing as well as for submitting mandatory remittances.Specific Responsibilities include:Payroll Processing

  • Payroll processing for more than 480 salaried and hourly employees including City employees, and City Council.
  • Maintains detailed records and documentation of payroll functions for audit purposes, in accordance with statutory requirements.
  • Provides payroll expertise on statutory, mandatory and voluntary payroll deductions.
  • Establishes practices and procedures to ensure payroll is properly prepared and distributed.
  • Ensures all accounting procedures are accurate and meets internal and external audit requirements.
  • Ensures that time entry processing deadlines are met in the payroll software system (Pearl), verifies that reports have been run for each bi-weekly pay period.
  • Undertakes quality control checks on the payroll system data to ensure the integrity of the payroll information by performing data analysis and reconciliation to identify discrepancies.
  • Follows-up on and/or corrects payroll and processing errors.
  • Ensures ROE and termination information is processed accurately and within specified legislated timeframes.
Administration
  • Submits payments for Union dues, WCB, RRSP, Pension and CRA remittances.
  • Maintains and reports taxable personal benefits for employees and Council.
  • Issues various monthly, quarterly and annual reports including all year end processing.
Leadership
  • Provides direction and supervision on an ongoing basis to the payroll team.
  • Trains and provides updates to members of the Payroll Team regarding policy and legislation changes.
  • Identifies and addresses knowledge gaps and training needs for organizational staff outside of the payroll team and develops information and processes to inform and educate.
Other
  • Maintains an updated knowledge of the collective agreements as well as Saskatchewan and Alberta legislation; ensures compliance to all relevant legislatures.
  • Receives and responds to payroll inquiries and concerns regarding issues such as the interpretation of payroll regulations and the collective agreements; works closely with Human Resources to resolve all issues.
  • Conducts new hire payroll information sessions.
  • Other related duties as required.
Qualifications:The successful candidate will have the following qualifications:
  • A Bachelor’s degree in Business Administration or a related field from a recognized institution as well as the completion of the Payroll Certification at the PCP level with five to seven years of progressive payroll experience. An equivalent combination of education, training and experience will be considered.
  • One to three years’ experience as a Payroll Supervisor of Payroll Team Lead or in an equivalent role.
  • Advanced technical payroll skills and familiarity with the preparation of reports for senior management.
  • Experience working in a municipal sector in payroll is preferred.
  • Prior experience with Pearl and Diamond software would be considered an asset.
  • Exceptional computer skills is mandatory, including advanced Excel skills, use of pivot tables and lookups would be an asset.
  • Must be a strong team player with strong conflict resolution skills.
  • Must be self-motivated and proactive, results oriented and committed to meeting deadlines.
  • A valid Alberta of Saskatchewan Class Five (5) driver’s license is required. This position may be required to operate a personal vehicle for business purposes.
