Job Description

Senior Manager, Public Safety (1 Position Available) Term of Employment:Full-Time, ContinuingRate of Pay:Out-of-Scope, Band 6: $54.42 - $66.25 per hourLocation:RCMP BuildingDuties:Reporting directly to the Executive Manager, Community Development Services, the Senior Manager, Public Safety is responsible for providing leadership, strategic planning and resource management for the RCMP Administration and Public Safety departments. This position is responsible for the management of employees, the departmental budget, equipment, contractors and materials in order to deliver community based Public Safety and RCMP Administration services.Duties and Responsibilities Leadership and Supervision

  • Manage performance of staff through coaching, mentoring and performance reviews, while providing insightful, motivating and constructive feedback.
  • Encourages an environment which fosters respect and teamwork, while motivating employees to achieve team and City goals and objectives.
  • Guides and develops managers through success, career planning, and professional development.
  • Ensures the team has the capacity and diversity to meet current and future needs of the City.
  • Creates a culture that values, supports, and reflects diversity, equity and inclusion.
  • Ensures performance discussions are completed, maintaining two-way dialogues on work and results.
  • Liaison with senior leaders, by responding to their needs in a timely fashion.
  • Represents the City of Lloydminster with the highest standards, values and ethics.
  • Responsible for the development of long-term plans related to human resource planning, capital planning and associated resource and budget planning.
Safety and Environment
  • Assesses, review, and develops Standard Operating Procedure’s (SOP’s) to provide a safe environment for staff and the public.
  • Ensures that all staff are participating and are actively using the City’s safety policies, procedures and systems.
Budget Management and Administration
  • Develop and oversee department operating and capital budget, in consultation with the team.
  • Monitors both revenues and expenditures against the budget to ensure compliance with the City’s budget and Strategic Plan.
  • Understand the implications of financial decisions and impact on the department.
  • Monitors performance and seeks efficiencies to save costs or increase revenues.
  • Monitors and evaluates the RCMP contract and billing for compliance and accuracy.
Asset Management
  • Maintain applicable asset management system for the department.
  • On an ongoing basis, works to ensure that asset data (including asset age, condition, and replacement value) is reasonably complete, consistent, accurate, and up to date.
  • Regularly analyzes maintenance and failure data for different asset classes to inform better lifecycle management and budgeting.
  • Assists in the development of Asset Management Plans for asset classes within the scope of their responsibility.
  • Helps to establish milestones that aid in the ongoing improvement of Asset Management Practices within the City.
Relationship Building
  • Cultivate effective relationships and networks with other departments, residents, Provincial entities such as Service Alberta, Public Safetyamp; Emergency Services etc.
  • Engage others to support corporate and department initiatives.
  • Build and maintain effective working relationships at the departmental, corporate, regional, and provincial level.
  • Acts as a liaison with residence and participates with community groups through the attendance of meeting and events.
Regulatory Compliance
  • Adheres to the policies and principles of the LA/FOIP Act.
  • Attends or oversees court appearances in Alberta and/or Saskatchewan as may be required.
  • Represents Municipal Bylaws in court on an as needed basis.
  • Assists the RCMP management team to ensure the RCMP facilities meet Municipal and “K” Division standards are in place and maintained according to provincial and federal codes and regulations.
  • Adheres to and is accountable for the Public Security Peace Officer Program as the civilian contact for the City to the Public Safetyamp; Emergency Services Ministry
  • Ensures adherence to the Alberta 9-1-1 Standards as amended from time to time as the accountable City management personto Alberta Emergency Management Agency 9-1-1 program
  • Provides testimonies in Court.
Operations
  • Responsible for the overall operational and tactical decisions and deployment of available resources within the Public Safety and RCMP Administration department.
  • Responsible for effectively addressing, directing and managing progressive and timely decisions related to emergent situations as they arise.
  • Initiates and coordinates necessary response to unusual or critical situations as required.
  • Establishes and oversees the development of internal policy and procedures to ensure the effective operations of the department.
  • Oversees the duties and responsibilities entailed for municipal staff court appearances; acts as a liaison for the court system, advises staff on the Alberta and Saskatchewan court systems.
  • Provides support for the enforcement of the City of Lloydminster Bylaws, such as the Traffic Bylaw, Community Standards Bylaw, Domestic Animal Bylaw.
  • Oversees the City of Lloydminster’s photo radar enforcement.
  • Submits and presents Council Administration reports related to Public Safety.
Other
  • Implementation of community safety initiatives.
  • Other related duties as required.
Schedule: Normal working hours are Monday through Friday 8:00 a.m. to 5:00 p.m., however there may be the occasional requirement to work outside of these standard hours and to be on call.Qualifications:
  • Completion of a four year post secondary degree in Law Enforcement Administration or Business Administration from a recognized institution.
  • Minimum of 7 years of experience in the Law Enforcement field, with 5 years of supervisory experience is required.
  • Experience working in a public safety environment is preferred.
  • Completion of Incident Command System 300 (ICS 300) training.
  • Knowledge of photo enforcement practices would be considered an asset.
  • Understanding of RCMP data and information management systems (PROS, CPIC, PSAP, CIIDS and PIRS).
  • Detailed understanding of RCMP operational processes and procedures, municipal policies is an asset.
  • Experience working in a public sector environment with unionized and non-unionized employees would be considered an asset.
  • Knowledge of principles underlying the laws, bylaws and regulations for the City of Lloydminster.
  • A combination of formal knowledge and experience may be considered.
  • Strong conflict management, problem solving, negotiation, relationship building and interpersonal skills; proven organizational and analytical skills.
  • Must have a proven ability to create a working environment conductive to individual staff development, team achievement, productivity and professionalism.
  • Strong interpersonal skills that allow for the development of collegial working relationships at various levels both internally and externally; ability to resolve concerns or complaints.
  • Ability to build and maintain effective working relationship with the public, businesses, industries, companies and other city departments with a strong focus on customer service.
  • Strong communication and presentation skills, both written and verbal; the ability to speak clearly and concisely is essential.
  • Ability to maintain a high standard of ethics and confidentiality.
  • Strong computer skills in areas such as Microsoft Suite including: Microsoft Outlook, Word, and Excel.
  • Ability to acquire and maintain RCMP Enhanced Reliability Security Clearance.
  • A valid Class 5 Driver’s License registered in Alberta or Saskatchewan with an acceptable Driver’s Abstract is required.This position may be required to operate a personal or municipal vehicle for business purposes.
