Operators monitor all facilities through a SCADA system and complete routine inspections. Any process issues or equipment failures are dealt with, and the necessary corrective action taken. Operators ensure safe drinking water is provided to the residents of Lloydminster and that we comply with the “Permit to Operate a Waterworks” issued by the Saskatchewan Water Security Agency.Duties & ResponsibilitiesOperating, Monitoring and Inspecting

  • Fulfill all the requirements outlined in the “Permit to Operate a Waterworks”.
  • Observe and analyze operations through the SCADA and HMI systems.
  • Daily plant start-up, filter backwashes, clarifier blowdown, and shut-down of the Water Treatment Plant (WTP).
  • Establish and adjust flow rates, pressures, and chlorine residuals to varying circumstances throughout the day.
  • Monitor plant processes, interpret lab test results and make the necessary adjustments to ensure optimum treatment.
  • Periodical checks of facilities and equipment to confirm proper operation and accuracy.
  • Make calculations to determine chemical feed rates, flow quantities, detention and contact times, as required for plant operation.
  • Calibrate, maintain and troubleshoot on-line instruments
  • Load and unload chemicals, such as chlorine tonners, bulk liquids, powdered chemicals and bagged chemicals using chemical handling equipment such as pallet jacks, drum carriers and overhead cranes.
Maintenance
  • Carry out the preventative maintenance program at the WTP and facilities by completing the scheduled tasks and provide input on making changes to the program.
  • Perform corrective maintenance on mechanical equipment at the WTP and facilities.
  • Update/maintain a maintenance file for each piece of equipment.
  • Complete daily and monthly inspections to ensure proper operation of equipment.
  • Repair/overhaul pumps, motors, HVAC equipment, valves and chemical feeding equipment.
  • Trouble shoot/repair problems with PLCs, SCADA and computer system.
  • Ensure boilers and heating pumps are in good working order. Coordinate or perform maintenance as required.
  • Building maintenance - plumbing, painting, and minor electrical.
  • Lockout equipment and assist contractors when required.
  • Make or direct emergency repairs/adjustments to the facilities without compromising water quality.
Sample collection and Lab Testing
  • Collect water samples and perform laboratory tests on samples for turbidity, colour, chlorine residual, hardness, alkalinity, pH, manganese, phosphates, and nitrates.
  • Collect distribution samples for bacteriological testing.
  • Safely handle chemicals and wear proper PPE.
  • Follow established testing procedures.
  • Enter lab data correctly into a database.
Safety
  • Create, update and follow Standard Operating Procedures, Safe Work Practices, and Job Safety Analysis to ensure tasks are completed safely.
  • Participate in, and adhere to, the City of Lloydminster’s Safety Management system.
  • Complete monthly safety inspections on first aid kits, fire extinguishers, ladders, SCBA equipment, and eyewash stations.
  • Conduct facility inspections.
  • Report incidents, and near misses, and participate in hazard identification.
  • Perform safety and Emergency Response Plan drills.
  • Enroll and stay current in courses such as Confined Space Training, First Aid, Fall Arrest Training, and H2S Alive.
Other
  • Contract services to the Alberta Central East Water Corporation (ACE), which includes Monitoring, Inspecting, Maintenance and Laboratory testing of the ACE Water Treatment Facility.
  • Maintain plant records, including operating logs, daily diaries, weekly, monthly and annual reports, chemical inventories, equipment inventories/operating records, and data logging duties.
  • Order parts, chemicals and supplies as required.
  • Understand and interpret blue prints. technical drawings, diagrams, schematics and construction documents.
  • Research new or existing equipment, products and materials to improve WTP efficiency and operations.
  • Attend training courses to maintain a valid Water Treatment Operator’s Certification.
  • Janitorial duties.
  • Operating boats, including launching and returning to trailer, and pulling trailer.
  • Inspecting and operating overhead cranes.
  • Other related duties as required.
  • Discuss water quality with the public, conduct plant tours (e.g. school children), and participate in department/municipal public relations programs.
Schedule:Determined by the department’s needs, the successful applicant will work one of the following two schedules:1) Monday to Friday from 8:00 a.m. – 5:00 p.m. or2) rotating day and night shift of 8 days on and 6 days off.The day shift runs from 6:00 a.m. – 4:00 p.m. and the night shift runs from 1:00 p.m. – 11:00 p.m. This position involves on call shifts.Qualifications:
  • Post-secondary education from a recognized institution in the field of Water Treatment/ Environmental Technology, or an acceptable equivalent.
  • Preference will be given to candidates who;
    • have a valid Saskatchewan or Alberta Water Treatment Level 1 or higher Operator’s Certificate or
    • current operating experience in a Class I or higher water treatment plant.
  • Demonstrate the ability to work independently with commitment and focus.
  • Communicate effectively with supervisors and operators on the appropriate technical level.
  • Positive attitude with great problem identification and resolution skills.
  • Basic mechanical and electrical knowledge.
  • Demonstrate computer competency in Microsoft Office and HMI Software (InduSoft and IFEX).
  • Must be in good physical condition.
  • Valid safety certification in confined space entry and rescue, fall arrest, H2S Alive, First Aid and Pleasure craft operating would be beneficial
  • Valid Class 5 Vehicle Operator’s License registered in Alberta or Saskatchewan with an acceptable Driver’s Abstract is required. This position may be required to operate a municipal vehicle for business purposes.
