Job Description

destinationone Consulting is working with City of Maple Ridge, BC on a search for a Building Official - Building Inspector 3.Nature and Scope of WorkThis is regulatory, inspectional and enforcement work of a technical nature involving the monitoring of new and existing assembly, industrial, institutional, commercial and residential building construction regulated by Part 3 of the BC Building Code to ensure compliance with a variety of codes, standards and regulations. An incumbent of this class monitors projects to ensure compliance with building and zoning bylaws and the BC Building Code; discusses and advises on construction, alteration and repair matters with various external contacts; issues building permits and performs plan reviews as required; and assists in orientation, guidance, instruction and mentoring of Level 1 and 2 Building Inspectors.The work is distinguished from that of a Building Inspector 2 by the wider and more complex range of construction projects assigned requiring the application of additional and more complex codes, regulations and requirements by providing guidance to Registered Professionals. An incumbent of this class also reviews construction under the Building Inspector 1 and 2 classifications. Considerable independence of judgement and action is exercised in the interpretation and application of codes and regulations and in resolving the more complex issues and files.Complex problems and interpretations are discussed with a direct superior who reviews work in terms of technical adequacy, compliance with established practices and standards and effectiveness of services rendered.Illustrative Examples of Work

  • Monitors complex assembly, industrial, institutional, commercial and residential projects during the course of construction, alterations and repairs to determine conformity with approved plans and compliance with applicable sections of the Building and Zoning Bylaws and the BC Building Code.
  • Discusses construction, alteration and repair matters with contractors, property owners, registered professionals and other interested parties; interprets applicable bylaw requirements; provides guidance to architects, engineers, owners, contractors and tradesmen of construction changes or corrections required and checks to ensure that deficiencies are corrected; renders technical assistance as required.
  • Inspects fire damaged structures to assess the extent of damage, feasibility of repair and permit requirements. Assesses complaints, buildings for change of occupancy and business license applications for permit requirements and bylaw compliance.
  • Ability to deal effectively with owners, contractors, tradesmen, engineers, architects and others and to use sound judgement in tactfully and firmly enforcing regulations, and bylaws.
  • Assesses complaints, business license applications, interdepartmental referrals and fire-damaged buildings for permit requirements and bylaw compliance and provide alternative solutions as applicable.
  • Ensures that all required inspections have been performed and appropriate documentation has been received before approving buildings for occupancy.
  • Reviews more complex plans and permit applications for compliance with building and zoning bylaws prior to permit issuance; and approves or rejects same.
  • Prepares reports on inspections and issues inspection notices when required standards have been satisfied; and prepares and maintains a variety of files, records and correspondence related to the work.
  • Gathers and gives evidence in court as required.
  • Performs duties and related work at a Building Inspector 1, 2 and 3 level.

Requirements
  • Required Knowledge, Abilities, and Skills
  • Thorough knowledge of standard practices, methods, materials, tools and equipment used in building construction.
  • Thorough knowledge of the applicable sections of the BC Building Code, bylaws, standards and regulations related to building construction.
  • Ability to understand, interpret and apply the BC Building Code, bylaws, regulations, plans and specifications, to recognize technical requirements and to suggest changes and corrections as required.
  • Ability to demonstrate strong interpersonal and communications skills and to facilitate, mediate, network, research, analyze and resolve issues.
  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts.
  • Ability to deal effectively with owners, contractors, tradesmen, engineers, architects and others and to use sound judgement in impartially, tactfully and firmly enforcing bylaw, standards and regulations related to building construction.
  • Ability to recognize faulty or sub-standard construction or hazardous conditions pertaining to structural stability of buildings and to identify required changes and corrections.
  • Ability to work with data management systems and related computer programs.
  • Ability to provide orientation, guidance, mentoring and instruction to subordinate Building Inspectors.
  • Ability to prepare clear, concise reports and to express oneself effectively both orally and in writing.
  • Ability to work independently and to assume responsibility for technical decisions.

  • Ability to walk continuously for long periods of time in all weather conditions and to negotiate stairs, ladders and crawl spaces.
  • Ability to perform work at a Building Inspector 1, 2 and 3 level.
Desirable Training and Experience
  • Completion of a diploma in Building Technology from a recognized post-secondary institution plus considerable related experience, preferably as a Senior Plan Checker or Building Official 2; or an equivalent combination of training and experience.
  • Required Licences, Certificates and Registrations
  • BOABC Level 3 Qualification.
  • Registration as a Building Official with the BOABC.
  • Driver #39;s Licence for the Province of British Columbia.
