Job Description

  • Receive, interpret and retain copies of all Field Instructions issued to the field crews by the CSO for each work order, and where necessary, ensure that the intent of the instruction is followed.
  • Provide the necessary liaison between the field crew and the CSO and in the absence of the CSO, the PE or design engineer (DE), for decisions, clarification or interpretation of design drawings or specifications and to attain expeditious answers to field installation problems to minimize delays in the field.
  • Prepare a Foundation Report (dig sheet) for translating staking data issued by the Project Engineer for each foundation, into understandable and usable information by the field, as required.
  • Provide as requested by the PE through the CSO any re-staking of a structure when the original stakes have been disturbed, or when the originally staked location is changed to overcome a field installation problem. Stake guy anchor locations for temporary wood pole installations in the field as required.
  • Inspect reinforcing steel cages and anchor bolts on delivery to ensure physical dimensions and detail agree with the specification.
  • Monitor aspects of the footing installations w.r.t. depth of hole, concrete cover or rebar, elevation above grade (stick-up), anchor bolt orientation, frost protection, etc., and confer with the CSO, or in their absence the PE or DE in contributing and providing alternatives for the resolution of installation problems. Record any specification alterations and deviations and file a report with the CSO.
  • Collect and field test concrete samples at the foundation installations according to CSA specifications and prepare specimen cylinders for compression testing at a research facility. Deliver the specimens to the assigned research facilities Monitor the delivery of fresh concrete to the site to ensure proper mixture, and batch to delivery time is within CSA standards. Refuse delivery of concrete when the above is not so, and report to the CSO with recommendations to offset problems.
  • Provide to the GF on an ongoing basis, a check of conductor sag for newly installed spans according to the specifications issued by the PE. These checks are done as the wires are installed.
  • Investigate tower damage status. Analyze requirements and arrange for replacement parts when required. During tower painting operations, monitor, interpret conditions and report on the extent and depth of corrosion present. Assess adequacy of the cleaning done prior to recoating, ensuring proper climatic conditions exist for re-coating and assess finished work for adequate depth of re-coated surface. Prepare an analysis report on the above items for each structure refurbished and forward to the CSO.
  • Monitor assembly of new structures in the field. Where steel poles are being installed, ensure that jacking pressures used to pull the sections together meet specifications and that the penetration fit of one piece to another is satisfactory. Provide to the CSO a report of the jacking pressures used and the penetration dimensions attained foreach structure. Once structures are erected, ensure that the plumb or rake of each pole is within limits and provide a report of status to the CSO.
  • In fibre optic installations, using an Optical Time Domain Reflectomitor (OTDR), ensure that each fusion splice of installed fibre meets the Telecom spec w.r.t. dB losses and attenuation. At the completion of a fibre installation the technician will arrange for a Telecom specialist to witness a Final Acceptance Test (FAT) of each splice and then prepare the official FAT report. This report is a comprehensive computer analysis of the entire length of installed fibre. It provides electronic and hard copy record of attenuations, dB losses, installed lengths of fibre between splices, wave length comparisons and possible fault locations for each fibre.
  • Work with authorities for required permits for road/lane closures, rider pole installations, curb cuts, excavations, etc. to facilitate construction access. Prepare necessary field sketches pertaining to permit acquisition.
  • Arrange for rail flagging and police services where required to ensure adequate safety of the field crew when working over rails or roads.
  • Monitor and coordinate external contractor fulfillment of contracts w.r.t. public safety, property damage, quality and progress of work and schedule. Monitor for the Telecom PE, contractor safety while contractors are working within telecom stations to upgrade microwave towers. Confer directly with the CSO or PE regarding any major problems encountered.
  • Perform other duties as required.
Selection Criteria
  • Requires a knowledge of mathematics, physics, surveying principles and applied mechanics in order to perform related civil work.
  • Requires a knowledge of drafting principles to interpret construction drawings, specifications and prepare drawings.
  • Requires a knowledge of the basic elements of structural design, municipal engineering and geotechnology to be able to carry out inspection and quality control activities and to assist in resolution of installation problems.
  • Requires a knowledge of English to communicate effectively with others. Requires a knowledge of technical report writing in order to prepare comprehensive reports. This knowledge is considered to be normally acquired in and equivalent to a Grade XII education in a secondary school plus intermediate related courses.
  • Requires experience in the operation of various instruments related to the construction, rehabilitation and inspection of technical equipment and perform calculations for inspections.
  • Requires experience with construction materials, engineering specifications, procedures and methods used in transmission line and station construction and ensure they are in accordance with codes and specifications. A period of up to four years is considered necessary to gain this experience.
