Bi-Weekly Hours: 75.0 hours bi-weekly (Evenings and Weekend Work is Required) As well as being on the ON CALL list(Commencing Immediately) This position is responsible to develop and deliver a range of compliance services (information and education, inspections, monitoring, public reporting, investigations and enforcement) on behalf of Provincial ministry divisions and other agencies, both through service agreements and Memoranda of Understandings, in order to achieve compliance with environmental regulations, standards and public safety.Duties include but not limited to: - Ensure that all mandated acts and regulations are being complied with; - Perform necessary activities for public safety, protection of the province’s natural resources, and legal compliance of equipment used by outdoor recreationists;- Conduct investigations of premises, facilities, and shipments of goods or places of business to determine if violations under Provincial or Federal legislation have been committed;- Enforcement actions include verbal warnings, written warnings, seizure of goods and property, Summary Offence ticketing, Long Information proceedings, indictable proceedings, or alternative sentencing measures; - Provide guidance on watercourse alterations, sand removal, watershed management, and industries;- Carry out regulatory compliance audits for the department;- Required to educate the public, industry, and stakeholders about environmental legislation and methods of compliance to reduce enforcement action; - Other duties as required.QualificationsMinimum Qualifications: - Applicants must have successful completion of a BSc in wildlife management or other environmental field OR a two year diploma in natural/environmental resource management from a recognized post-secondary institution with experience in natural resource management; AND a Conservation Enforcement training program from a recognized institution as defined by the Wildlife Conservation Act and experience in law enforcement.- Applicants for employment must be able to proficiently operate and maintain equipment necessary to perform the assigned duties of a Conservation Officer.- Demonstrated equivalencies will be considered;- The position requires basic swimming skill and the ability to work outdoors and under adverse conditions. - Computer skills in word processing and data entry programs are also required. - Leadership skills, including directing other enforcement officers and enforcing all applicable statutes is fundamental. - The ability to work independently and to recognize and respond to situations quickly effectively is essential, as is the ability to maintain satisfactory working relationships with the general public, other law enforcement officers, conservation and civic organizations and other government employees. - Candidates must pass a psychological exam for suitability to carry sidearm’s and provide a medical report indicating ability to perform the various job duties.- Applicant must possess a valid driver’s license, firearm possession and acquisition license. - Significant knowledge is required in various legislation.- Mandated to enforce 24 Provincial and Federal Acts. Detailed working knowledge of each Act and their associated Regulations is crucial for enforcement measures to be legal and justified.- Enforce legislation that is constantly changing and being amended (as a result of case law, and legislated amendments to the Acts and departmental changes to the Regulations related to the above noted Acts), resulting in the continued study and evolving interpretation of the mandated legislation.- Up to date certifications in: First Aid & CPR, OHV safety, Pleasure Craft Operators Certification, Firearm Safety, and W.H.M.I.S. - Conservation Officers are required to annually qualify (meet specific policy standards) in the following proficiencies in order to hold their position: Firearms Proficiency and Use of Force.- Successful candidate must provide proof of a satisfactory criminal record check.Other Qualifications- Qualify for appointment as a provincial police constable under the Prince Edward Island Police Act - All new appointments must attain a level 2 security clearance within 18 months of commencement of employment;- Provide a medical report that demonstrates physical capability to perform the job duties;- All new appointments must Pass a physical fitness standard; - Long gun certifications (Shotgun / rifles)Please Note: Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement.
